Help

  • Serves as NORAD operations specialist for integrated air and missile defense (IAMD) defeat mechanism capability, acquisition, and employment across the NORAD Enterprise.
  • Conducts and coordinates long-range, highly complex, and sensitive studies to improve and influence Integrated Air and Missile Defense Operations for Cruise Missile Defense of North America.
  • Serves as NORAD IAMD technical advisor to managers, supervisors, and partners in support of Homeland Defense Operations.
  • Attends meetings and develops oral/written staff correspondence.

  • Subject to TDY away from home station. May require travel on commercial or military aircraft to meet operational/mission requirements.

  • The employee may be required to work non-traditional duty hours, which may include evenings, weekends, holidays and is subject to short or no-notice recall to duty for contingency or emergency operations or exercises.
  • In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies.
  • Is required to perform NNCJ1 Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to: NNC Command Center, CAC, ICC, and other tasks as assigned.
  • YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled” Telework. This eligibility is separate and distinct from the employee’s eligibility.
  • A civilian employee’s telework arrangement may be terminated at the discretion of the supervisor or at the employee’s request.

Conditions of Employment Continued:
A Top Secret/Special Sensitive clearance is required for this position. The employee is required to obtain and maintain a Top Secret/Special Sensitive as a condition of employment. Per AFGM2017-36-04, dated 4 Oct 17, the investigative requirement CANNOT be waived for special sensitive positions.

This position is designated by the Air force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions series, Miscellaneous Administration and Program Series, 0301.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of Congressional, OSD, Joint Staff, Service, Canadian Government, Local Government, State Government, and Command processes to coordinate integrated air and missile defense (IAMD) implementation policies; Extensive knowledge of existing and developing adversary cruise and hypersonic missile capabilities; Extensive knowledge of existing and developing US and Allied defeat mechanisms to counter adversary cruise and hypersonic cruise missile threats; Expert knowledge of command and control systems and Command Enterprise air defense assets to support integrated air and missile defense system integration.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of DOD military command structure, missions, and relationships.
2. Knowledge of a comprehensive range of existing and developing adversary cruise and hypersonic missile capabilities, to include adversary air and missile weapon systems.
3. Strong understanding of specific airborne and ground-based early warning sensors, missile systems and other defeat mechanisms, and associated C2 architecture.
4. Knowledge of Tactics, Techniques and Procedures for homeland defense (examples: Operation NOBLE EAGLE EXORD, the NCR-IADS System, AEGIS Weapon System, Standard Missile, directed energy, etc.).
5. Knowledge of the Joint Operational Planning and Execution System (JOPES) and the traditional military decision making process. Knowledge of the Department of Defense, Joint Staff, and Services vision, strategic planning documents and planning processes. Ability to gather, assemble and analyze facts, draw conclusions, and conduct logical analysis.
6. Skill in preparing and presenting oral and written briefings, papers, or reports suitable for senior leadership use and decision making. Skill in adapting to a quickly changing crisis and the ability to concisely communicate the changes to senior leadership.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
