As a Supervisory Health Insurance Specialist (Division Director), GS-0107-15, you will direct the development and implementation of digital and electronic clinical quality measures for use in CMS quality programs.

  • Provide technical authoritative guidance for ongoing operations of the activities necessary to develop, implement, and maintain digital quality measures and eCQMs.
  • Serve as an advisor to leadership in the preparation of short-, intermediate-, and long-range plans for the improvement of programs involving digital quality measurement and/or patient assessment dimensions.
  • Provide subject matter expertise and support to CMS regarding the use of digital quality measures in CMS’s quality reporting and value-based purchasing programs for inpatient and outpatient settings.
  • Provide technical direction and guidance within the Division for the preparation and implementation of best practices that guide digital Quality Measurement (dQM) development across programs.
  • Supervise, direct, and coordinate the staff work of civilian and contract personnel in professional and administrative occupations.

In order to qualify for this GS-15 position, you must clearly demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Supervising or leading the development and maintenance of digital and electronic clinical quality measures; (2) Coordinating digital or electronic quality measurement issues with stakeholders, public groups, or private sector groups; and (3) Supervising or leading work performed by subordinate staff.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
