Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Non-Competitive Temp/Term Appointment Authority to Meet Critical Hiring Needs in the DoD to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: You will serves as a Case Analyst within the Army Review Boards Agency, Army Clemency and Parole Board, with duties relating to the corrections, custody and/or parole of Army prisoners. Position is located in Arlington, Virginia.

Duties

Help
  • Interpret military, federal, and state correctional regulations and procedures.
  • Apply proper procedures in regard to the Clemency and Parole Board process.
  • Knowledge in conducting parole hearings.
  • Prepare briefings to senior military and civilian personnel.
  • Evaluate cases to develop summaries of the facts for leadership.
  • Make recommendations in regard to clemency, parole, mandatory supervised release or restoration.
  • Prepare cases for Army prisoners in DoD, federal and state facilities.

Qualifications

Position may be filled as time-limited appointment Term NTE 18 months. This position is a TERM position. Employees who accept time-limited appointments (to include employees with personal competitive status) will be placed in a non-status appointment and will be separated at the end of the time-limited appointment date. There are no return/reemployment rights to the position vacated prior to accepting the time-limited appointment.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes interpreting and applying military, federal, and state correctional regulations and procedures for cases; preparing cases for prisoners to be presented to the law enforcement agencies, state, federal or military clemency and parole boards or equivalent bodies or senior leaders in state, military or federal agencies; evaluating pertinent facts from military, social, criminal, medical reports in case records; and providing case merit recommendations to leadership. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
