This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for USACE for Real Estate Personnel to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position is responsible for the management and oversight of Government-owned real estate, including leasing, outgranting, disposal, and compliance with legal and regulatory requirements. Works closely with multiple stakeholders to ensure effective land use.

Duties

Help
  • Develop land use studies and manage outgrants to maximize the use of Government-owned or leased properties, ensuring compliance with legal terms and achieving optimal economic development.
  • Negotiate outleases, conduct field inspections, and manage the disposal of Government property, including timber and buildings, ensuring legal compliance and maximizing land value.
  • Conduct annual property inspections, maintain accurate records, and reconcile real property information to meet auditing standards and ensure compliance with Federal regulations.
  • Obtain necessary clearances from various District offices to ensure lands are available for outgranting, disposal, or exchange, ensuring compliance with all relevant regulations.
  • Assume leadership responsibilities for the team in the absence of the team leader, ensuring that all operations are conducted efficiently and within established guidelines.

  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience for GS-11: Specialized Experience: One year of specialized experience which includes: 1) Developing land use studies to maximize the utility of owned or leased properties; 2) negotiating and drafting leases; 3) conducting inspections and/or audits of real property holdings and maintaining accurate records; 4) obtaining clearances for out granting and land disposal; 5) utilizing Real Estate software (e.g., REMIS) to track and manage real property records. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
