Summary

This position is assigned to the Fisher House Program (N952); Navy Casualty Support Branch (N95); Fleet and Family Readiness (N9); Commander, Navy Installations Command (CNIC); Bethesda, MD The incumbent provides support to the Fisher House General Manager, and functions as the Fisher House General Manager in their absence. The purpose of the Fisher House is to provide temporary, convenient and affordable lodging for families of patients at the installation.

Program management duties include but are not limited to:

  • Provides direct, onsite management and administration of the Fisher House facilities.
  • Participates in the development, establishment and implementation of operational policies and procedures (e.g., eligibility, referrals, admissions, length of stay, expenditures, scheduling of guestrooms, check-ins, checkouts, and orientation of guests upon arrival) for the Fisher House.
  • Interacts daily with guests; assists guests regarding Installation and Medical Center services, which may include grief and crisis management resources.
  • Provides conflict resolution between house guests and/or staff.
  • Develops purchase requests, submits cash disbursement memorandums, and processes payroll in the non-appropriated fund (NAF) timekeeping system.
  • Participates in the development, execution, review and analysis of the Fisher House NAF budget.
  • Reviews fiscal status monthly and quarterly and makes necessary adjustments to meet budget targets or provides justification and obtains approval if it becomes necessary to deviate from the approved budget.
  • Follows developed administrative procedures and physical safeguards to protect and account for funds, equipment and property.
  • Follows established procedures in the receiving of gifts and donations. Complies with Naval regulations for donations of both cash and in-kind gifts.
  • Coordinates with volunteers and groups hosting special events and donations from local clubs and military groups. Exercises caution, ensuring standards of conduct regulations relating to solicitation of donations are not violated.
  • Supports hospital and installation events and expo participation, including table and display setup, breakdown, and on-site representation as needed.
  • Conducts guest satisfaction surveys and works with Medical Treatment Center Patient Relations Department to improve service. Conducts special studies or reviews as assigned.
  • Attends various base and Fisher House Foundation meetings in the absence of the Fisher House General Manager.
  • Conducts briefings regarding the status of current/proposed programs. May be called upon on short notice to provide informational briefs and tours on site.
  • Develops, produces, and maintains correspondence relating to the Fisher House, such as informational bulletins, brochures, local manuals and publications for Fisher House operations, articles for the Fisher House quarterly magazine, and weekly and monthly updates to the Fisher House Program Manager.
  • Ensures the facility follows all Navy Occupational Safety and Health (NAVOSH) program fundamentals, health, sanitation and safety rules and regulations and maintains a hazardous material log.
  • Performs inspections of vacant rooms and common areas daily, checking for cleanliness and maintenance problems and ensuring all guest rooms are ready for occupancy at all times.
  • Performs all housekeeping duties during emergency situations, to include vacuuming floors, changing sheets, washing linens and all other assigned duties.
  • Identifies and assesses problems that may arise and proposes solutions to the Fisher House General Manager.
  • Leads social media efforts for Fisher House location by posting content such as donations received, volunteer events, open houses, etc. that amplify mission, increase visibility, and provide engagement with key audiences.
Supervisory duties comprise 25% of incumbent's time and include but are not limited to:
  • Directs work to be accomplished by staff comprised of a diverse workforce of NAF employees.
  • Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities.
  • Conducts annual performance reviews of staff.
  • Participates in section staffing decisions.
  • Ensures staff receive proper training to fulfill requirements of their positions.
  • Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary.

Qualifications

A qualified candidate possesses the following:

  • Two or more years of specialized experience in management and administration of hospitality or lodging operations
  • Knowledge of hospitality operations, Federal and Navy policies, concepts, procedures, and regulations related to the Fisher House program.
  • Knowledge of basic principles and techniques pertaining to management, planning, scheduling and coordinating.
  • Knowledge of budgeting and financial management practices related to the Fisher House program or lodging operations.
  • Knowledge of personnel policy and practices to handle human resources requirements in a government environment, to include recruitment, performance management and evaluation.
  • Knowledge of associated laws, regulations, and policies used by the Navy and other U.S. government agencies to effectively manage individuals and teams in the workplace.
  • Knowledge of group dynamics, grief processes and crisis management.
  • Knowledge of Navy and civilian resources for support of families in medical crisis.
  • Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).
  • Skill in the effective use of social media platforms sufficient to post content and promote brand awareness.
  • Ability to successfully demonstrate marketing techniques to include public speaking, educational briefings, training for case workers, and developing program flyers.
  • Ability to understand military protocols.
  • Ability to tour with military and civilian leadership at the facility.
  • Ability to analyze and prepare clear, concise, and technically sound reports related to work at the Fisher House.
  • Ability to develop and effectively deliver presentations and/or training.
  • Ability to perform the full-range of supervisory duties.
  • Ability to communicate effectively both orally and in writing.

Education

This position does not have a positive education requirement.

Additional information

Salary is dependent on experience and/or education.
