As a MOBILIZATION AND DEPLOYMENT SPECIALIST, GS-0301-9 your duties are below.

  1. Develops, coordinates, and distributes guidelines for formalizing and structuring Soldier Readiness Processing and Soldier Readiness Checks at all levels, to include company, battalion, and brigade levels. Provides guidance and assistance to subordinate units in Mobilization Planning Data Viewer (MPDV) coordination and synchronization with deploying units, medical detachments, Office of the State Surgeon, G3, G4, and other State agencies and programs. Performs and provides guidance to all personnel and administrative actions related to SRP processing. Monitors, compiles, and communicates overall statistics of deploying units to requesting agencies. Assists in developing and coordination of appropriated and non-appropriated funds budgets to support the SPR activities. Coordinates the composition of the SRP manning requirements based upon the needs of individual units. Makes immediate decisions to realign resources towards the resolution of SRP site specific problems of limited scope. Utilizes Personnel Policy Guidance (PPG) and appropriate policies and regulations to make informed, SRP specific judgments that take into account unique variables or issues.
  2. Coordinates with the mobilizing unit chain of command, intermediate commands, SRP site proponent, JFHQ, Mobilization Station LNO, and various State agencies and organizations to ensure that procedures meet office needs and are consistently understood and followed. Establishes and continually reviews, updates and develops complex administrative procedures that affect the orderly and efficient flow of work within the SRP and overall HR portion of the mobilization of the unit.
  3. Assists and advises action officers on all procedural and administrative aspects of staff actions. Under the direction of the supervisor and knowledge of functional assignment and areas of expertise, assigns actions, with annotation on any applicable background material, to the appropriate office within the directorate. Provides guidance on appropriate response to action or often prepares response, if appropriate, base on knowledge of subject matter. The incumbent is considered as an authority on all soldier readiness policies and procedures and is the single focal point for executive administrative actions within the organization with responsibility for determining what format and context is required. Reviews and evaluates all special projects and action papers submitted to ensure that the material is properly related to the basic issue or request; that appropriate coordination has been accomplished; procedural requirements have been met; style, composition and grammar are correct; and ensure compliance with regulatory guidance.
  4. Maintains Soldier Readiness Processing (SRP) master calendars and related appointment/meeting schedules. Coordinates and arranges various meetings and conference events. Prepares agendas for meeting and conferences, and accurately documents and publishes summary of minutes from meetings and conferences.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires military membership in a compatible military assignment in the Iowa Army National Guard. Selectee will be required to wear the military uniform. Acceptance of this excepted position constitutes concurrence with these requirements as a condition of employment.

SECURITY CLEARANCE REQUIREMENT: Employment is subject to attaining and maintaining a clearance as required by this position. If the selectee does not possess the applicable security clearance when hired, application must be made within 30 days of the start date. Failure to make application for the required security clearance will result in termination of employment.

Failure to complete prescribed courses may be cause for reassignment or termination of FTS.

Qualifications

MINIMUM REQUIREMENTS:
Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE REQUIREMENTS: GS-0301-9: Must haveexperience in the following:

  1. Experience, education or training in any position that required compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information.
  2. Experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled.
  3. Knowledge and understanding of administrative procedures and practices of management.
  4. Experience developing administrative procedures.

Education

Substitution of Education for Specialized Experience -

2 full years of progressively higher level graduate education leading to such a degree

LL.B. or J.D., if related

Knowledge, Skills and Abilities required for this position:

  1. Knowledge of Soldier Readiness Processing, management principles, organizational theory, and techniques of analysis and evaluation. Broad knowledge of standardized administrative principles, concepts, policies, objectives, practices, and procedures to identify, analyze, and recommend solutions to problems in such areas as administrative procedures, work processes, standard operating procedures, etc., to increase the efficiency and economy of operations of the organization.
  2. Working knowledge of the organization's programs, structures and activities and higher headquarters requirements to identify potential problem areas/issues and ability to address problems head-on and develop or assist in the development of solutions to minimize potential disruption of office operations.
  3. Knowledge and understanding of the duties, priorities, commitments and policies of the supervisor and staff in order to effectively and efficiently perform administrative responsibilities.
  4. Knowledge of and ability to use proven methods and techniques used to gather, analyze, and evaluate information, facts, and data concerning the administrative management processes. Incumbent must possess a high degree of analytical skills in order to advise and present to management officials recommendations leading to improvement of administration or management procedures thus ensuring enhanced efficiency, effectiveness, and economy of operation within the office environment.
  5. Analytical ability and skill in oral and written communications sufficient to evaluate, integrate, and initiate plans and actions to assigned functions; to adequately portray and present findings; and to justify, present, and defend recommendations. Ability to convey instructions and to organize thought clearly and logically, both orally and in writing. Ability to develop methods to improve procedures, to achieve goals and objectives, and to establish written and oral direction.
  6. Skilled in the use of personal computers and preferred organizational office automation applications to include word processor, spreadsheet, database, graphics and presentation, electronic mail system, and other applications as specified by the organization. Skilled in the use of installed computer network, printers, and scanners, etc., as required.
