Duties

Help

  • Manages the Command's Department of Defense and Department of Justice Criminal Justice Information systems programs, processes and security support functions.
  • Provides guidance and support to functional users on system operations and analyzes for potential computer malfunctions.
  • Serves as a senior technical advisor to management and maintains internal account access processing systems.
  • Serves as the Division Procurement Authority responsible for planning the acquisition of designated information technology assets.
  • Participates in discussions, meetings, committees, or special projects and presents briefings and prepares recommendations and reports.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

  • Incumbent must obtain and maintain a Top-Secret clearance.
  • The employee must possess and maintain a Security Plus certification according to the Air Force Implementation Plan for DoD 8570.01-M.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • The incumbent must undergo an internal background investigation by AFOSI and must be approved for duty by the Commander of AFOSI or the Commander's designated representative(s).
  • Position is Centrally Managed by the Cyber Space and Information Technology CFT. DNRP is authorized.

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/

EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes: Utilizing IT concepts, principles, methods, and practices to plan and carry out difficult and complex assignments and develop new methods, approaches, and procedures; Providing advice and guidance on a wide range and variety of complex IT issues; Applying requirement analysis principles and methods to identify and define business or technical requirements applied to the design, development, implementation, management, and support of systems; Utilizing analytical methods and practices to test and optimize the functionality of systems, networks, and data; and Applying acquisition management policies and procedures to evaluate proposals for the acquisition of IT products or services.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of, and skill in applying IT concepts, principles, methods, and practices sufficient to plan and carry out difficult and complex assignments and develop new methods, approaches, and procedures.
2. Knowledge of the policies and procedures of the National Crime Information Center (NCIC) system; knowledge of IT management information systems requirements and application software development techniques required in carrying out project assignments of considerable difficulty and with little specificity regarding approach to be followed.
3. Knowledge of the Bureau of Alcohol, Tobacco, Firearms and Explosives Electronic Tracing System; Defense Manpower Data Center DoD Person Search Enterprise Services and Defense Personnel Records Information Retrieval System; Defense Clearance Information Index (DCII), and Defense (DOD) and National (FBI) Data Exchange Systems policies and procedures.
4. Knowledge of, and skill in applying acquisition management policies and procedures sufficient to evaluate proposals for the acquisition of IT products or services.
5. Knowledge of new and emerging information technologies and/or industry trends sufficient to propose the acquisition of IT products or services to address current requirements.
6. Knowledge of commercial information solutions, offering extensive public data sources and analytics, with the data fusion capabilities and their respective policies and procedures.
7. Ability to develop formal and informal training session materials/user instructions or manuals and to present training that enables customer understanding and operation; ability to communicate orally and in writing, clearly, concisely, and with technical accuracy.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
