Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive positions to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Performs a variety of deckhand tasks in connection with the making-up and breaking up of tows, dredging, snagging, tending floating plant, revetment construction operations, and channel patrol activities, and the general maintenance and housekeeping of floating plant.

Duties

Help
  • Secures floating plant with manila and synthetic lines, cables, wire straps, rachets, etc.
  • Hand signals boat operator, pilot, supervisor, equipment operators or other deckhands when their vision is obscured or limited.
  • Makes slings, tow lines, stabilizing straps, and mooring lashings by weaving and inter-weaving cable and rope parts, splices cable and rope by interweaving; and in emergencies ties sailor knots and uses cable clamps to splice and repair broken lines.
  • Performs housekeeping and maintenance tasks such as washing down decks, chip-ping paint and rust from bulkheads, timber heads, cavels, deck equipment, and painting.

  • Work may involve long periods of standing, lifting, climbing, and walking.
  • This position meets the criteria for random drug and alcohol testing under the Department of Army Drug-Free Workplace Program as supplemented by USACE ER 690-1-1218.
  • The duty location of this position is wherever the M/V Benyaurd is located.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Deckhand without more than normal supervision. Duties include: Conducting channel patrol activities, outboard motor operation, deck equipment repair, general maintenance and housekeeping on a floating plant. - Failure to meet this Screen Out Element will result in an ineligible rating.

  • Physical Efforts: Work requires substantial physical effort when handling heavy cables, equipment, and machinery; while making and breaking tows; and when washing, scrubbing, cleaning, chipping, and painting surfaces. Heavy lifting up to 40 pounds may be required. Work may involve long periods of standing, lifting, climbing, and crouching and walking.
  • Working Conditions: Works both inside and outside during a variety of weather conditions and climates, including extremes in heat and cold and heavy rainfall. Workers are exposed to paint fumes, and are subject to cuts and bruises while working with equipment. There is the possibility of eye injury while chipping paint and rust. There is a danger of slipping from floating plant into water with possibility of physical injury or drowning. On-shore work may involve working in mud, and dirty or cramped situations.
