The incumbent serves as an alter ego to a Chief Hospital Housekeeping Officer that fully shares with the Chief the direction of all phases of the organization's program and work. He/she has full Assistant to the Chief of EMS as responsibility for the planning, direction, control, coordination, operation and evaluation of all medical center and CBOC EMS functions.Duties include, but are not limited to the following:

  • Responsible to the Chief of EMS for integrating short, intermediate, and long-range planning that meet the changing dynamics of a highly active, affiliated medical center complex.
  • Plans and initiates improvement actions on a progressive basis.
  • Serves as the advisor to the Chief of EMS and consultant to top management and is responsible for implementing and maintaining multi-faceted programs and services within the Service.
  • Assist in developing persom1el management policies and effects all related personnel actions for the Service.
  • Assist the Chief in analyzing broad implications of higher levels of authority, laws, regulations, policies, as well as managerial, administrative and technical trends.
  • Responsible to the Chief of EMS for the creation and execution of local EMS policies to further expand management considerations involving general administration practices, budgeting, utilization of manpower and other resources.
  • Assist the Chief of EMS in developing and implements organizational structures and operating plans and procedures to achieve program goals and determines needs for resources and their appropriate allocation and effectiveness of use.
  • Respond to veterans, management, medical professionals, Service Chiefs and internal/external customers by furnishing effective support, which will facilitate the achievement of the overall missions of VHA, VISN 7 and the Atlanta VAMC.
  • Serve as the technical authority within the medical center on assigned core sanitation, interior design, consolidated laundry operations, waste management and integrated pest management programs and operates under the general administrative supervision of the Assistant Medical Center Director.
  • Responsible under the direction of the Chief of EMS for personnel management within the service line.
Performs other duties as assigned by management.

Work Schedule: Monday - Friday, 7:30am - 4:00pm. (Subject to change based on agency need.)

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/19/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Environmental Management Services responsibilities and regulations; Experience in medical center regulations, policies and mission; Experience in the medical center management principles, organizational structure and utilize techniques of analysis and evaluation to identify and recommend solutions to problems in Environmental Management Services structure, staffing procedures, work processes and workload distribution; Areas in which applicant must exhibit competent ability include, but are not limited to the following, bacteriology and infection control, environmental sanitation technology, personnel and manpower administration, laundry and linen procedures, pest control internal/external, chemical and mechanical cleaning processes, interior design, budget preparation, control supply and storage systems, teaching and training; Working extensively with computer knowledge and skills in different office computer software programs.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

This is a supervisory/managerial position. Applicants selected for supervisory or managerial positions that have not previously completed a supervisory or managerial probationary period must complete a 1-year supervisory or managerial probationary period. If the selectee was a Federal employee prior to assignment to the supervisory or managerial position, failure to complete the probationary period successfully can result in their return to their former position, or to a position of no lower grade and pay than the one, which they left to accept the supervisory or managerial position.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate-controlled office; however, there is exposure to communicable disease, physical and verbal abuse from disturbed patients or distraught visitors.
