Duties

Help

As a Human Resources Specialist (Classification), GS-0201-09, you will:
Review job descriptions, evaluation statements, documentation of position management studies, competitive levels, Table of Distribution and allowance (TDAs) and Modification Table of Organization and Equipment (MTOEs) to ensure application of sound classification and position management principles.

Apply comprehensive knowledge of position management and classification to train and assist directors and managers in accomplishing their position management responsibilities.

Exercise delegated classification authority to develop and evaluate/certify position responsibilities for all positions within both the Army and Air National Guard, to include state employees, and/or contracted service employees.

Serve as a technical expert on classification matters to advise the HRO and/or Adjutant General on program requirements and practices.

Assist managers with planning and implementing reorganizations that frequently are the result of major mission changes or sweeping realignment of positions and personnel.

Perform other duties as assigned.

Qualifications

SPECIALIZED EXPERIENCE: In applying for the GS-09, must have one year of specialized experience equivalent to the GS-07 level in Federal service to qualify for this Human Resources Specialist. Specialized experience would be experience that provided you with the particular knowledge, skills, and abilities to successfully perform the duties of the position and which is typically related to the work of the position to be filled such as Ability to present in front of employees, leadership and large groups; Ability to adhere to time sensitive tasks; Ability to summarize, tailor and disseminate a topic to the communication needs of employees; Ability to interpret policy and directives for changes in employee benefits.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

Knowledge of, and skill in applying a wide range of classification/position management HR concepts, practices, laws, regulations, policies and precedents sufficient to provide state level comprehensive HR management advisory and technical services on substantive organizational (ANG/ARNG) functions and work practices.

Ability to interact with all levels of management and labor unions as a strategic business partner in the delivery of classification and position management advisory services requiring a broad breadth of approach and intensity of analysis.

Ability to deal effectively with key management officials on highly controversial classification decisions and position management related issues in a manner that gains confidence in final state level decisions.

Practical knowledge of other HRO specializations, i.e. recruitment and placement, employee relations, labor Relations, human resource development, equal employment opportunity, etc. for purposes of interacting and resolving issues.

Knowledge of the rules and procedures that apply to the various categories of National Guard full-time employees, i.e., dual status (DS), Title 5 employees, AGR, ADSW, state employees, contracted workers, seasonal employees, etc.
