The position serves as the Supervisor for the Operations and Maintenance Section of Facility Management Services (FMS) with full responsibility for all aspects of the Medical Center's Operation and Maintenance Program. Providing full supervisory oversight and engineering guidance to a diverse and multi-disciplined staff. Duties include but not limited to:

  • Operates independently autonomously without daily oversight or input;
  • Makes timely and accurate decisions to ensure continuity of services and mitigation of any breaks in service;
  • Takes the appropriate action to resolve personnel problems;
  • Serves as a management representative at hearings, meetings, and negotiations involving labor-management relations;
  • Recommends personnel actions, such as hiring, promotions, and reassignment of subordinates, and act on personnel problems;
  • Counsels employees, reviews informal complaints and grievances through discussion with employees and union representatives and initiates disciplinary actions when warranted;
  • Provides full supervisory oversight and engineering guidance to a diverse and multi-disciplined staff;
  • Obtains prior approval of changes that would modify or deviate overall work schedules;
  • Coordinates directly with other supervisors to accomplish complex work requiring assistance of additional trades, such as Electricians, Industrial Mechanic, Pipefitters, etc.;
  • Coordinates the work operations with supervisors of other organizations and functions;
  • Maintains and supports the necessary physical operational environment required to provide medical support, care and services to our Veteran population;
  • Develops and provides the Associate Chief of FMS and the Executive Leadership Team information on the methods, techniques, and procedures necessary to integrate the Engineering, Maintenance, Repair, and Operations programs into the mission of the Healthcare System;
  • Develops work standards, methods, and procedures using established National Codes, current industry standards and VA, NFPA, OSHA and Joint Commission Standards;
  • Analyzes work plans developed by subordinate supervisors and monitor the status of their work in relation to overall schedule requirements;
  • Possesses strong communication and writing skills and a broad knowledge of facility operations; and
  • Assumes other related duties as assigned.
Work Schedule: Sunday-Thursday or Tuesday-Saturday (Discussed during interview); 7:00am-3:30pm.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/21/2025.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements:

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Supervisory Controls: The position receives general instructions from the Section Chief Maintenance Supervisor. The position is expected to perform assigned duties on own initiative, recognizing the need for work to be done without direct supervision or assistance or the need for intense review.

Physical Effort: The position requires walking, standing, bending, sitting, crawling and climbing. Incumbent must have good vision, with or without glasses. May lift or carry tools, equipment, ladders, scaffolding, parts and supplies up to 50lbs. May occasionally lift and carry items over 50lbs.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
