  • The Installation N9 (IN9) for the Fleet & Family Readiness Program includes program integration responsibilities and operational oversight responsibilities for all N9 quality of life programs within the Installation Commanding Officer (CO) operational area of responsibility, including: Morale Welfare and Recreation (MWR) including Food, Beverage, Events & Entertainment; Child and Youth Programs (CYP); Fleet & Family Support Programs (FFSP); and Unaccompanied and Family Housing (UH/FHN/PPV).
  • The IN9 serves as the primary N9 services operational advisor to the Installation CO on all matters pertaining to current and future delivery of N9 products, services, programs and projects. The IN9 is the integrator of all installation N9 services, effectively collaborating across multiple departments, divisions, regional programs and local communities to develop a high functioning N9 service delivery capability that meets the needs of authorized patrons and builds a strong team environment.
  • Maintains responsibility for the planning and execution of region allocated resources, including appropriated funds (APF), Non-Appropriated Fund (NAF), and Reimbursable resources aligned to the Navy Region Northwest N9 Program Business Plans and Navy program standards overall.
  • The IN9 operationally reports to the Installation Commanding Officer and administratively to the Region N9 Fleet & Family Readiness Program Director. The IN9 provides direct supervision of N9 Installation Program Manager subject matter experts and provides guidance, advice and assistance to ensure adherence to all regulations, policies and instructions established by DOD, DON, CNIC and the N9 program business plans and guidelines.
  • The IN9 provides management and program guidance to a workforce comprised of non-appropriated fund (NAF), appropriated fund (APF), active-duty personnel, contract personnel and volunteers, providing services for active-duty personnel and their family, DOD civilians; retirees; and other authorized personnel.
  • Responsible for maintaining effective internal controls, audit readiness, resolving grievances or complaints, recruitment and selection of personnel, conducting performance objectives and evaluations, and ensuring timely recognition of personnel. Ensures compliance and maintains responsibility for the oversight of Safety, Hazardous Materials and Occupational Health Programs. Carries out and assures adherence to Equal Employment Opportunity (EEO) policies and practices.

Qualifications

  • In-depth knowledge, operational and leadership experience at the NF-4/GS12 level in the broad field of Fleet and Family Readiness Programs to include, at minimum, two or more of the following program areas: Recreation, Sports & Fitness Management; Food, Beverage, Hospitality & Entertainment Event Management; Unaccompanied Sailor & Family Housing; Fleet & Family Support Programs; Child & Youth Programs; N9 Support Services; Navy Wounded Warrior.
  • Must be highly skilled in establishing and maintaining effective team building strategies, positive working relationships and exceptional skills communicating at all levels of the organization. Must be articulate, proactive, and work closely with command, region, tenant commands, families, veterans, employees, labor management representatives and the local community.
  • Knowledge of Appropriated Fund and Non-Appropriated Fund budgeting, financial management, execution, acquisition, planning, and effective labor management and employee relations for both NAF and GS personnel is required. Must be proficient in use of various computer software databases, spreadsheet, word processing, and network programs. Must be able to communicate effectively both orally and in writing, deliver presentations, and advocate and influence others on complex issues.
  • Due to the broad spectrum of responsibilities within a robust installation operational support environment, must possess exceptional leadership skills with the ability to effectively train others, delegate responsibilities, and monitor to ensure timely completion of objectives. Must possess an extraordinary communication skill set. within all level of the organization and command.
