Duties

Help
  • Interprets regulations, requirements, and policies, including changes, updates, and automated systems modifications, to ensure compliance. Trains and assists lower level accounting technicians with techniques to correct and process accounting inputs.
  • Supervises the work of accounting technicians in the examination, verification and maintenance of accounts and accounting data.
  • Ensures the proper maintenance and reconciliation of accounts and trial balances by reviewing documents for verification of accounting data and determining entries required to correct discrepancies.
  • Ensures accuracy, propriety, and legality of accounting transactions through extensive review of documents.
  • Provides direction and supervision over the receipt, review and processing of all types of accounting transactions.
  • Positions filled at less than the full performance level will be developmental in nature.

Qualifications

Human Resources will determine your qualifications for each entry grade level based on your interest and the additional following criteria. Resumes for federal government positions need more detailed work descriptions and accomplishments than a typical private sector resume. Please be sure to clearly describe this in your resume. Combinations of education and experience may also be sufficient.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-06 for GS-07 and GS-07 for GS-08) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

GS-07: Specialized Experience Is Defined As:

  • Maintaining accounting or financial ledgers, posting financial transactions, preparing accounting reports, reconciling accounts, and working with a variety of accounting and financial automated systems.
Time-in-Grade GS-07:
  • Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.
  • To be considered for the GS-07, applicants must have served 52 weeks as a GS-06 or higher in the Federal service.
GS-08: Specialized Experience Is Defined As:
  • Processing and auditing complex contracts and vendor pay entitlement transactions, reconciling pay system and financial system data and working with a variety of electronic systems to review and resolve pay transaction issues.
Time-in-Grade GS-08:
  • Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.
  • To be considered for the GS-08, applicants must have served 52 weeks as a GS-07 or higher in the Federal service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

GS-07 Substitution of Education for Experience:

  • One full year of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).
GS-08 Substitution of Education for Experience:
  • Eighteen months of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).
This position requires you to obtain and maintain a Level 1 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 1 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service.
