Duties

Help
  • You will negotiate carrier rates and services in a timely, efficient and economical manner to meet mission and programming requirements.
  • You will identify alternatives and recommendations for resolving traffic management problems.
  • You will ensure all Traffic Management Specialists follow all federal regulations and procedures.
  • You will ensure that all modes of transportation are utilized to effectively transport material in the most efficient and economical manner utilizing Global Freight Management to ensure the cargo will be delivered by the Required Delivery Date.
  • You will review and affirm safety services are provide, such as security requiring armed guards, dual drivers, and satellite tracking.
  • You will monitor and advise newly established procedures and ensure that correct classification and shipping procedures are provided to subordinates and followed correctly.
  • You will serve as the Freight Payment Certifier and certify invoices are paid in the required timeframe to reduce the invoice time-to-payment delay.
  • You will direct through subordinates, enter all required data into key systems, and collaboratively store shipment specific, catalog, buyers, sellers, and pricing information.

Qualifications

Your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience with a wide range of traffic management policies, principles, and practices.
  • Experience utilizing DOD and DOT requirements for shipping hazardous materials.
  • Experience in selecting the most efficient mode of transportation (rail, motor, air) for ammunition and hazardous materials.
  • Experience in planning work, setting priorities, preparing work schedules, and assigning work to subordinates based on difficulty of assignment and employee capabilities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

GS-11:
Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related

A combination of experience and graduate education as described above that equates to one year of experience
