  • Provides vision and perspective to ensure consistency and full understanding of the strategic implications, risks, and benefits of the Chief Financial Officer Organization (CFOO) administrative program.
  • Coordinates development of the CFOO mission, vision, goals, objectives, and priorities that drive the focus of DOF’s work portfolio in support of the FDIC’s mission. Performs this function in partnership and collaboration with CFOO functional areas.
  • Coordinates strategic planning for the CFOO. Facilitates the establishment and/or update of the CFOO strategic plan, including establishing the planning framework, reviewing mission and vision statements, and formulating broad goals for long or short-term accomplishment. Monitors the progress on goals and objectives. Works with other FDIC and CFOO staff to develop, implement, and monitor progress of goals and objectives related to Corporate strategic plans.
  • Leads the CFOO annual budget formulation and execution process. Works with executive and senior managers to identify new initiatives, projects, or on-going work that will need special funding for the upcoming year. Coordinates the formulation of the annual workload projections. Exercises responsibility for approving the reallocation of budgeted funds to different accounts to cover shortages or to maximize the use of financial resources. Monitors budget performance on a monthly basis.
  • Leads the planning, direction, and coordination of activities associated with the award and administration of CFOO contracts, procurement actions, and other acquisition functions. Establishes improved methods of operation, sets standards of attainment, and recommends appropriate venues for the most effective and economical use of CFOO’s resources. Ensures compliance with procurement regulations, established policies and procedures, and sound business practices within the CFOO. Serves as the CFOO's primary liaison for all acquisition concerns.
  • Coordinates the development and implementation of policies and procedures for the CFOO and provides guidance and technical assistance in the areas of administrative management, including training, travel, and time and attendance; procurement and contracting, facilities/space allocation, records and file management, annual review of CFOO delegations of authority, and the CFOO memoranda and directives system. Ensures that all administrative operations are executed effectively and in accordance with broadly stated objectives and priorities, as well as with statutory requirements and corporate policy guidelines.
  • Leads the human resource management program for the CFOO, including all matters involving staffing, position classification, and labor and employee relations. Exercises authority for implementing changes to organization structures, the allocation of human resources, and requests to fill positions. Leads the CFOO information security management program, to include implementation of applicable FDIC and federal policies and procedures. Ensures CFOO compliance with FDIC security and privacy policies, establishing appropriate program controls, related metrics, and official reporting.
  • Leads the development and execution of formal CFOO special events, to include all-hands meetings, training sessions, and special events (e.g. conferences). Serves as official facilitator for CFOO special events.
  • Leads and supervises the Administrative Management Section and its staff. Determines resource needs and ensures appropriate and necessary resources to meet mission requirements. Provides day-to-day supervision and direction to staff. Effectively leverages contributions to build a cohesive team drawing upon existing knowledge and expertise across the FDIC. Evaluates performance, recommends and makes personnel decisions regarding hiring, detailee selections, promotions, adverse actions, etc. Develops appropriate training and development programs for staff.

Qualifications

To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, skills, and abilities, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

MINIMUM QUALIFICATIONS: All applicants must submit a resume that addresses each minimum qualification experience. Leadership Experience: Experience leading and coordinating projects, including establishing expectations, reviewing work products/services, monitoring progress, and providing guidance and feedback to team members.

Technical Experience 1: Experience providing advisory services to senior leadership on the development and/or modification of a variety of administrative programs to include Continuity of Operations, Budget, HR, Internal Controls, Strategic Planning and Strategic Communications, and Facilities and Space; AND
Technical Experience 2: Experience developing and regularly updating business contuniuity planning and strategic execution, including assessing the effectiveness of a Continuity of Operations plan; AND
Technical Experience 3: Experience with planning, directing, and coordinating all activities associates with the award and administration of contracting, procurement actions, and other acquisition functions; AND
Technical Experience 4: Experience advising management officials on IT security and cybersecurity compliance requirements and recommendations; AND
Technical Experience 5: Experience evaluating FISMA compliance for a large organization and making recommendations on improvements to systems, governance, and other corrective needs.
