As a LOGISTICS MANAGEMENT SPECIALIST (TITLE 32), GS-0346-11, you will plan and coordinate all matters pertaining to supply, organizational maintenance, troop movements, logistic readiness, services, and miscellaneous logistic support of the command and its subordinate elements; maintain close and continuous coordination with such support activities responsible for logistic support operations such as the USPFO, the CSMS, and DLOGS; monitor logistic readiness by reviewing qualitative and quantitative reports on the status of equipment in comparison with requirements and availability; prepare logistic estimates, reports, and plans and recommend actions to enhance the command materiel readiness posture; review MTOE/TDA's and recommend additions and deletions; make recommendations regarding the distribution of critical end items affecting materiel readiness and oversee and coordinate actions resulting from acceptance of those recommendations; advise and assist other staff personnel in logistic matters pertaining to their areas of responsibility and assess current and proposed operations and plans for logistic impact; oversee, coordinate, and administer the logistic functions of the subordinate elements by developing and issuing policy guidance on logistic matters including receipt, storage, issue, turn-in, in-storage maintenance of supplies, property accountability, supply economy, supply discipline, troop movements and billeting for training exercises, etc.; initiate and coordinate training in supply subjects for appropriate personnel in the command; analyze the facilities requirements of the units and plans, coordinate, and/or recommend improvement, modification, and construction of facilities; administer the Food Service Program of the Division and subordinate units; coordinate with the Division Operations and Training Specialist for procurement of needed supplies, transportation, billeting, etc., in support of training activities; visit units to conduct inspections and provide guidance and assistance in logistical matters; supervise the Division Supply Discipline program; develop guidelines for conducting convoy movements of troops; work in close harmony with DLOGS personnel and DISCOM commander on such property matters as inventory adjustments, DLOGS Data Base, MTOE additions or deletion, etc.; monitor equipment status, determine maintenance requirements and recommend maintenance priorities; coordinate maintenance support by external organizations; evaluate the adequacy of the internal maintenance organization of the command, the skills of the personnel engaged in unit maintenance activities, and facilities and make appropriate recommendations to improve or uphold the maintenance posture of the command; develop budget estimates for logistic areas such as troop movement, rations, supply, maintenance, etc.; serve as member of Division Program Budgeting Activity Committee (PBAC); prepare justification for budget items; recommend priority for expenditure of funds for procurement of needed items for support of operations.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Participation in direct deposit is mandatory.
  • You may be required to successfully complete a 1- or 2- year probation/trail period to assess performance, conduct, agency needs, public interest, and efficiency. Employment ends unless certified in writing that it advances the agencies interest.

Qualifications

Military Grades: Officer (2LT - CPT)

Minimum Requirements: Experience, education or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems.

Specialized Experience: Must have at least 36 months experience, education, or training identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions. Experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks, and complying with regulations, laws, or practices.
