About the Position: This position is that of a Health System Specialist assigned to the Pediatric Department and its Sub-specialties within the Directorate of Medical Services in Naval Medical Center San Diego. Incumbent may be required to support other services within the directorate along with the rest of the business team. Duties

Help
  • Monitor clinical workload, productivity, and staffing requirements.
  • Participate in the development, review, and updating of department policies and procedures (SOP Manuals).
  • Develop an annual budget for the service line and reviews expenditures on a monthly basis.
  • Coordinate the recruitment and scheduling of department personnel to meet workload demands and appropriate staffing mix (military and civilian).
  • Manage all department business, and administrative requirements.

  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has mandatory seasonal influenza vaccination requirements and is subject to annual seasonal influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes utilizing various databases and healthcare systems to monitor the healthcare delivery processes within a medical treatment facility (MTF); running recurring reports and interpreting data; implementing solutions/recommendations to the identified issues with healthcare processes and systems; and oversees and reconciles personnel matters.
(Time in Grade is not required for direct hire positions) Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
