Summary

The Clinic Practice Manager(CPM) reports directly to the Chief of Staff, who provides broad policy guidance through discussion with the incumbent. The location for this position is negotiable, with the option to work at the facilitie's main sites or surrounding CBOC's . The CPM serves to ensure a high-quality veteran experience by acting on continued feedback from the veteran customer, family/significant others, engaged employees and expert clinical teams.

Help

  • Work with individual clinical services to provide an exceptional Veteran experience and the highest quality care in a cost-effective efficient manner, in collaboration with the administrative leads, clinical leads, administrative officers and service chiefs.
  • Work closely with Chief of Staff, Deputy Chief of Staff, Service Chiefs, Administrative Officers, and Chief Fiscal Service in formulating budget recommendations for the clinical services.
  • Act as a liaison or handles the communication with persons and/or groups within and outside of the organization or office, speaking for the principal on administrative issues.
  • Proficient in resource management, data management, operational planning, and providing guidance to the Chief of Staff on space, construction, and renovation activities as it relates to access, position management of clinical support staff, and equipment management.
  • Develops both long and short-range policies and plans for the organization and coordinates medical administration needs of the facility.
  • Act as a representative of the Chief of Staff, and Deputy Chief of Staff with appropriate professional groups and administrative staff in an effort to coordinate activities and resolve any problems.
  • Provides advice for lean management, system redesign, and process development based upon VA knowledge.
  • Shares expertise and professional guidance in the development of new initiatives and deployment strategies.
  • Provide considerable knowledge of administrative systems including general systems, programs, and practices. Is knowledgeable of how these principles and practices relate to the unique characteristics and needs of ambulatory care patients, providers, the clinical team, and support staff.
  • Develop the need for and maintains an awareness of available resources and makes recommendations to the executive leadership team regarding needs, distribution, or redistribution of the resources.
  • Works with other departmental offices and public and private organizations outside the facility, and represents the Chief of Staff, and Deputy Chief of Staff in the development of policy recommendations and resolution of operational problems and assures that policies and action plans are appropriately implemented.

Work Schedule: Monday - Friday (Fulltime) 7:30am - 4:00pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/07/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Individual Occupational Requirement - This series has the following Individual Occupational Requirement: You may qualify based on your experience/education as described below:

Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration

OR,

Specialized Experience:
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

  • Missions, organizations, programs, and requirements of health care delivery systems;
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
OR,

Special Provision for In-Service Placement:

Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:

  • Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
  • Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
  • Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
Qualifications:

To qualify for this position at the GS-13 level,

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities.
  • Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities.
  • Communicate complex information to leadership, staff, and externals partners to support decisions, drive change, and align with strategic goals.
  • Lead teams by setting priorities, delegating work, assessing performance, and mentoring staff for increased responsibility and succession planning.
  • Direct cross-functional studies and implement leadership initiatives requiring resource reallocation and procedural change.
  • Integrated knowledge of healthcare systems, federal policies, and industry trends to deliver high-quality care and serve as liaison on key committees

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements and Work Environment: The work is mostly sedentary; however, some walking, standing, bending, and climbing is required to review activities outside the office and to attend committee meetings. Travel may be required to attend meetings or appropriate conferences at all sites where ambulatory care is provided or for training purposes. Work is typically performed in an adequately lighted and climate-controlled office. Will require occasional travel to the various CBOC' s and other travel as needed by the organization.

Education

There is no educational substitution at the GS-13 grade level.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
