This position is being filled under Direct Hire Authority (DHA) in accordance with Section 1109 of FY 2020 NDAA; P.L. 116-92 and Section 9905 of Title 5, U.S.C. Typical work assignments may include the following:

  • Designs, analyzes, configures, tests, and troubleshoots highly complex Heating, Ventilation, and Air Conditioning (HVAC), mechanical system automation, and mechanical distribution systems.
  • Provides project engineering support, development, and evaluation support or life cycle support of a complex nature in a narrow area of specification.
  • Performs studies and engineering analyses on HVAC, mechanical system automation, chilled water, steam, gas, domestic water, sewer systems, andcomponents.
  • Analyzes mechanical systems and develops and updates comprehensive preventivemaintenance programs covering all pertinent mechanical systems/components.
  • Conducts periodic analysis/inspection/review of mechanical and control systems to identify capacity, flexibility, and system performance deficiencies.
  • Serves as a project manager and Contracting Officer's Representative on assigned projects and tasks.

  • This position requires the employee to work rotating shifts, weekends, overtime, holidays, and may be subject to call 24 hours a day.
  • You may be required to wear protective equipment, i.e. arc flash rated suit, tyvek suits and respirators, while working in hazardous areas.
  • Mission Essential positions may be required to maintain contact with their supervisor during any dismissal or closure situation unless specifically excused by their supervisor.
  • Must be able to obtain and maintain a Contract Officer Representative (COR) certification in accordance with DoDI 51000.72 within 1 year of appointment into the position.

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled.

Basic Requirements: Degree: Engineering. OR Combination of education and experience as defined in https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/files/all-professional-engineering-positions-0800.pdf

You may qualify at the GS-12 level, if you fulfill the following qualification requirement:

One year of specialized experience in the same or similar work equivalent to at least the next lower grade level (GS-11) requiring application of the knowledge, skills, and abilities of the position being filled. Candidates for this position must clearly demonstrate in their resume that they possess specialized experience in: Providing professional engineering recommendations to solve mechanical systems utility problems; Designing, testing, and troubleshooting complex Heating, Ventilation, and Air Conditioning (HVAC), mechanical system automation, and mechanical distribution systems; Participating in engineering projects, development, and evaluation support or life cycle support of a complex nature; Analyzing mechanical systems and updating comprehensive preventive maintenance programs covering all pertinent mechanical systems/components; AND serving as a project manager and Contracting Officer's Representative on assigned projects and tasks.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:

One year of specialized experience in the same or similar work equivalent to at least the next lower grade level (GS-12) requiring application of the knowledge, skills, and abilities of the position being filled. Candidates for this position must clearly demonstrate in their resume that they possess specialized experience in: Providing professional engineering consultation and analysis to solve mechanical systems utility problems; Designing, analyzing, configuring, testing, and troubleshooting highly complex Heating, Ventilation, and Air Conditioning (HVAC), mechanical system automation, and mechanical distribution systems; Providing project engineering support, development, and evaluation support or life cycle support of a complex nature; Analyzing mechanical systems and developing and updating comprehensive preventive maintenance programs covering all pertinent mechanical systems/components; AND serving as a project manager and Contracting Officer's Representative on assigned projects and tasks.
