Duties

Help
  • Directs Project Managers in defining project goals and preparing Project Management Plans.
  • Plans constitute blueprint for the District providing a project to its customer on schedule and within budget.
  • Responsible for development of project scope by Project Managers in full agreement with the design manager and the construction manager.
  • Monitors actual obligations and expenditures to assure the proper distribution among standard code of accounts and effective utilization of federal and nonfederal funds.
  • Supervises the project managers, who serve as principal point of contact for projects and as project proponent at Project Review Board meetings and the executive summary reports.
  • Position is delegated all of the basic supervisory responsibilities typical of a first-level supervisor

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires a valid, non-expired, state-issued motor vehicle driver’s license.
  • This position requires temporary business travel (TDY) to other duty locations away from your permanent duty work-site approximately 25% of the time for training, to attend coordination and project site meetings, and to conduct off-site field visit.
  • This is a supervisory position and may require incumbent to serve a one year supervisory probationary period.
  • This position requires the submission of a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 12/2011), Executive Branch Personnel Confidential Disclosure report, upon entering the position and annually, thereafter.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience:One year of specialized experience which includes: One year of specialized experience which includes: (1) providing expert level project management and leading interdisciplinary teams in developing and implementing complex projects through the mastery of concepts, principles, and practices of project management; (2) reviewing adequacy of technical engineering/scientific documents for compliance with laws, regulations, standards, and specifications; (3) investigating a variety of complex engineering/scientific problems; (4) performing reviews of project schedules, scopes and budgets in all phases and (5) operating as a senior reviewer for carrying out projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
