***THIS IS A TITLE 32 NATIONAL GUARD POSITION THAT REQUIRES MILITARY MEMBERSHIP***

This position is located in the JFHQs directorate or division level office. The purpose of this position is to serve as the analyst and consultant for the management and administration of budget programs within the directorate/division. Serves as key coordination point for all budget requirements. This work requires knowledge and skill in the application of financial management, related laws, regulations, policies, acquisition, precedents, methods, and techniques of budget analysis and funds management.

Incumbent performs duties necessary to accomplish budget analyst and management functions and provide for customer services in support of budget programs essential to state Army or Air National Guard daily readiness missions.

Serves as the functional point of contact for day-to-day budget/financial issues. Works with Major Subordinate Commands (MSC) and budget office counterparts to obtain, monitor, and track organization's funds.

Performs budget formulation work involving review and preparation of budget estimates and financial plans. Reviews and analyzes budget requests submitted by organizational activities to ensure their consistency, accuracy, and adherence to instructions. Researches, consolidates, and summarizes budgetary data from source documents, automated budgetary systems, accounting records, and reports for use in preparing budget estimates and annual financial plans.

Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of funds. Monitors, tracks, and reviews obligations, expenditures, reimbursable orders, and requests for allotments, identifying and reporting differences that are not in keeping with annual work plans.

Provides advice, assistance, and guidance on budgeting and related information and conducts analyses, reviews and special studies of budget and/or related information. Provides advice on budget and related matters such as types of funding available, effects of budgetary changes on related activities, and status and use of funds.

Uses budgetary and other automated system(s) and computer-generated products in accomplishing budgeting/funding assignments. Performs quality checks of organization's automated system database information, working with appropriate point of contact to resolve any significant problems.

  • This is an excepted service position that requires membership in a compatible military assignment in the Michigan Army National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.

  • Applicants who are not currently a member of the Michigan Army National Guard must be eligible for immediate membership and employment in the Michigan Army National Guard in the military grade listed in this announcement.

Qualifications

Military Grades: E5-O3

SPECIALIZED EXPERIENCE:

GS-09 - 1-year specialized experience, education, or training equivalent to at least the next lower grade level. Must have experience, education, or training of finance budget competencies that provided knowledge of financial principles and procedures. Candidate must have a good understanding of the basic principles and concepts of the National Guard financial budget business program requirements. A candidate must have experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures.

Education


You must meet the following Education requirement to qualify for substitution of education for specialized experience for this position:

master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related

To qualify, the applicant must have a completed undergraduate or graduate education, the college degree education must be in one of, or be a combination of the following required disciplines: accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Applicants, who completed a military financial technical school course and were awarded the applicable and compatible military skills, are considered qualified for GS-09 level positions.

You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
