Summary

This position is assigned to the Nonappropriated Fund (NAF) Financial Management Branch (N948); Fleet and Family Readiness Support Services (FFRSS) (N94); Commander, Navy Installations Command (CNIC); Millington, TN. Incumbent serves as the Accounting Officer over the NAF Accounting Section responsible for overall management of the production of financial reports, developing changes and modification to the Navy Morale, Welfare and Recreation (MWR) NAF accounting system and procedures.

Non-supervisory duties include but are not limited to:

  • Manages the control, maintenance, and data input/processes related to Accounts Payable, Accounts Receivable, Treasury Offset Program (TOPS), Fixed Assets, General Ledger, Travel, NAF Purchase Card, Payroll, Military Ticket Program (MTP), and Information Technology (IT) Services Fund.
  • Appraises, revises, improves, and/or adjusts all financial management systems within the Central Accounting System (SAP) and Central Payroll System (ADP).
  • Defines requirements, formulates designs and specifications, evaluates through testing, and approves for production all components of the SAP AIMS Financial Management systems including account number structures, data input formats and documents, financial reports, procedure manuals, and system plans.
  • Provides financial management and technical accounting advice and instruction to users of the SAP AIMS Financial Management Systems.
  • Serves as technical accounting expert on any accounting/financial subjects regarding cognizant fiscal entities or their account/financial management systems.
  • Presides over cognizant fiscal entity establishment, mergers, consolidations, and disestablishments providing accounting, financial, and administrative guidance to parties affected by such fiscal realignment and ensuring any disestablished entities' residual funds are received and distributed by CNIC Headquarters.
  • Performs quality control of all Central Accounting System produced financial reports ensuring resolution of any observed problems.
  • Serves as principal point of contact for external auditor and manages the overall audit process.
  • Reviews and appraises Navy Fleet and Family Readiness (FFR) financial management policy and training changes proposed by others (e.g., Department of Defense (DoD), Defense Finance and Accounting Service (DFAS), Department of the Navy (DON), CNIC HQ and field staff, Navy Comptroller (NAVCOMPT), independent contractors) for accounting and financial integrity, compliance with generally accepted accounting principles, DON policy, and established CNIC financial practices.
Supervisory duties include but are not limited to:
  • Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities;
  • Conducts annual performance reviews of staff;
  • Participates in section staffing decisions;
  • Ensures staff receives proper training to fulfill requirements of their positions;
  • Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary; and

Qualifications

A qualified candidate possesses the following:

  • A minimum of five years of specialized experience with professional accounting, specifically related to financial reporting, accounting system management and/or procedural development.
  • Knowledge of SAP and ADP.
  • Knowledge of various accounting principles, theories, concepts, and practices.
  • Ability to analyze, identify, and resolve technical issues, problems, or shortfalls associated with work performed within the section.
  • Knowledge of processes related to Accounts Payable, Accounts Receivable, TOPS, Fixed Assets, General Ledger, Travel NAF Purchase Card, Payroll, MTP, and IT Services Fund.
  • Knowledge of program management principles (e.g., planning, implementing, risk management, tracking, progress reporting).
  • Knowledge of CNIC organizational structure and mission(s) of organizations.
  • Knowledge of CNIC's EEO policy and procedures.
  • Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).
  • Ability to oversee a functionally specific accounting program and provide guidance to staff on program requirements, processes, and procedures.
  • Ability to analyze and prepare clear, concise, and technically sound reports related to work performed within the section.
  • Ability to develop and effectively deliver presentations and/or training.
  • Ability to perform the full-range of supervisory duties.
  • Ability to communicate effectively both orally and in writing.

Salary is dependent on experience and/or education.
