Duties

Help

As a SUPERVISORY FINANCIAL MANAGEMENT SPECIALIST you will be responsible for the following duties:

  • Plan, organize, and direct the activities of the Program Controls Branch, ensuring that Joint Transportation Management System Joint Program Office complies with legal and regulatory requirements and meets customer needs.
  • Exercise supervisory personnel management responsibilities advise and provide counsel to employees regarding policies, procedures, and directives of management.
  • Serve as the senior financial advisor to the Program Manager as the spokesperson for financial issues in major program reviews, inspections, conferences, and other program evaluations and major milestone events.
  • Represent the JTMS financial viewpoint for the program to senior leadership within the program office and support the Program Manager as the focal point for external organization financial and cost estimation communications.
  • Research, interpret, analyze and apply Financial Management principles based on commercial best practices, Financial Management Regulations, and statutory guidance.
  • Manage all internal and external acquisition program reporting to personnel and offices such as the USTRANSCOM Chief Financial Officer, OSD, and the DoD Chief Information Officer.

  • FINANCIAL DISCLOSURE: In accordance with the Ethics in Government Act 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report upon appointment and will be required to file annually.
  • Incumbent must obtain and maintain a Top Secret/SCI security clearance.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • This is an acquisition position coded Advanced in Business – Financial Management. Incumbent must obtain mandatory Back-to-Basics (BtB) certification within 48 months of entry into position.
  • Incumbent must acquire 80 Continuous Learning Points every 24 months.
  • May be required to successfully complete a supervisory probationary period.

Qualifications

You must have one year Specialized Experience equivalent to the NH-3 /GS-13 level in the Federal service (experience may have been gained in the private/military sector) giving the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position. Experience must be reflected in your resume.

Specialized experience required for this position is:

  • Manage large scale program budgets ensuring budgets align with organizational goals, priorities, and strategic plans.
  • Develop financial models to predict future budgetary needs and tracking actual expenditures against approved budgets.
  • Prepare detailed financial reports, including budget performance summaries and variance analyses.
  • Identify financial risks related to budget overruns, funding shortfalls, or unexpected expenses.
  • Evaluate and improve budget processes and tools to enhance efficiency and accuracy.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Additional information

**Value of Position (VOP): If your current basic salary is within the band, but above the stated VOP, your basic salary will not be reduced if you are selected for the position.

THIS IS A CRITICAL ACQUISITION POSITION (CAP). Selectee for this position will be required to sign a written agreement to remain, for a minimum of three years, in the federal service in this critical acquisition position.


  • DAWIA (Back to Basics) Certification: CAP: Position is a DoD Critical Acquisition Position & requires DoD Acquisition , Business-Financial Management, Advanced, certification within required timeframes. Selectee must also achieve 80 hours of Continuous Learning Points (CLPs) every 2-years and sign a written agreement to remain in Federal service in the position for at least three years. FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted timeframe. Only experience and education obtained by the closing date of this announcement will be considered.
