Duties

Help
  • Serves as the technical authority on construction means, methods, and material.
  • Monitors lower graded construction inspectors, field engineering projects, construction inspection and/or other construction management duties.
  • Recommends changes to specifications and other criteria based on knowledge of trends in the industry, construction techniques, and knowledge of unique as well as recurring deficiencies.
  • Conducts technical field surveillance in planning, coordinating, inspecting, and reviewing of large and small contract construction projects spread out over an extensive geographic area.
  • Discusses unusual and/or complex features of work with the Branch Chief, office, engineering, and acquisition personnel, as well as with contractors and supervisory representatives for understanding and agreement to the contract requirements.
  • Mentors, trains, and leads lower grade Construction Control Representatives, Construction Inspectors, and Collateral Duty Safety Officers (CDSO’s) in all facets of construction operations on Military and Civil Works projects.
  • Provides oversite to subordinate Contracting Officer’s Representative’s (COR) pertaining to their duties in accordance with the Quality Assurance Surveillance.

  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 50% of the time.
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
  • This position requires the employee to use personal protective equipment provided by the employer.
  • This position requires a financial disclosure upon entry and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position requires the employee to possess or have the ability to possess a valid, unexpired certification as a Contracting Officer Representative.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience GS-12: One year of specialized experience which includes: 1) Reviewing contractor submittals, such as shop drawings, samples and data for compliance with contract documents and monitoring and contractor's work performance to ensure compliance with contract documents; AND 2) Assisting in the evaluations of claims and making recommendations to Management; AND 3) Conducting and/or participating in project meetings and coordination meeting; AND 4) Scheduling and supervising required testing and commissioning and monitoring results. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Specialized Experience GS-13: One year of specialized experience which includes: 1) Perform senior-level quality assurance and technical oversight on large, complex construction projects to ensure contractor performance meets design intent, contract requirements, safety regulations, and quality standards; AND 2) Conduct detailed inspections, monitor contractor operations, and verify that construction methods, materials, and workmanship meet contractual and regulatory requirements; AND 3) Identify and resolve complex construction issues, evaluate contractor performance, and recommend modifications or corrective actions to maintain project objectives; AND 4) Coordinate with engineers, contractors, and project stakeholders to address technical concerns, clarify requirements, and ensure successful project completion. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this position, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
