Summary

The primary purpose of the Supervisory Program Specialist is to provide supervision, guidance and assistance to Social Service Representatives (SSR) in the performance of their duties. Supervisors also assist in taking calls and Web Chats as needed for coverage and oversee the basic suicide assessment and VA National Call Center for Homeless Veterans (NCCHV) Crisis questionnaire.

Help

Major duties of the position include, but are not limited to, the following:

  • Gives advice, counsels, or provides instructions on both work and administrative matters
  • Provides administrative and human resource management functions relative to staff supervised
  • Develops new or proposed policies, procedures, and guidelines and make recommendations to management on the need for new or modified policies
  • Plans and accomplishes special projects within prescribed timelines
  • Provides supervision, guidance, and assistance to representatives in the performance of their duties
  • Analyzes individual employee and section performance and productivity on both a qualitative and quantitative basis
  • Coach and monitor employees on a monthly schedule
  • Completes performance appraisals on all employees in accordance with guidelines
  • Evaluates processes and procedures and makes recommendations to ensure effective organizational functioning
  • Undertakes or participates in special projects, ongoing analyses, investigations, and initiatives
  • Manages special projects for major programs issues of broad impact to the agency
  • Develops proposals and/or plans related to the implementation of new or modified programs or projects
  • Completes daily, monthly, quarterly and annual reports and statistical data analysis
  • Identifies problems based on relevant research and/or investigative results and makes recommendations for resolution
  • Recommends and/or initiates changes to standard operating procedures (SOP's) based on feedback or own observation
  • Prepare and present information, recommendations, and conclusions based on research, analysis, and evaluation

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/28/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Formulates communication notices and ensures that all affected parties are notified timely of the issue, the program and service impact, the outage status, any temporary work-a rounds, and expected timeframe(s) for resolution.
    • Completes reports, analyzes data, and notifies supervisor and managers of any issues with widespread impact.
    • Responds to inquiries concerning system outages and issues, daily concerns and trends, communication issues, and other administrative issues that may arise.
    • Follows and reports on system outages from beginning to end.
    • Reports data to supervisors, ensuring that appropriate support is provided timely to Veterans, their beneficiaries, and representatives
OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D.
OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate level education.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:
The work is sedentary with no special physical demands. Work may involve talking for long
periods of time and often involves long periods of interaction at computer terminals.
