A successful candidate in the Land Surveyor position will serve as a as an office Land Surveyor providing surveying and mapping services to support land acquisition, engineering design, and land management for multiple projects.
Summary
This position is located with Bonneville Power Administration, in Transmission Services (T), Engineering & Technical Services (TE), Real Property Services (TER), Geomatics (TERG).
A successful candidate in the Land Surveyor position will serve as a as an office Land Surveyor providing surveying and mapping services to support land acquisition, engineering design, and land management for multiple projects.
Reads and reviews land title policy records to ensure the policy accurately describes the location of land boundaries and encumbrances.
Follows industry standard methodologies that enable the seamless production of field to finish mapping products to include the input of data into geographic information systems.
Provides leadership and guidance to colleagues, Geomatics staff, and other interested parties within the agency when necessary, regarding the review, interpretation, and writing of complete and accurate land descriptions.
Acts as a Geomatics liaison with federal, state and local agencies regarding BPA survey requirements and procedures.
Acts in an official Government capacity to resolve disputes relating to boundary problems and trespass/damage claims between contractors, landowners or other entities.
Reviews terrestrial survey computations and uses knowledge of geodesy to perform complex geodetic computations using state plane coordinate systems with relation to all elements used in the design, acquisition and mapping of high voltage transmission lines facilities.

Qualifications
BASIC REQUIREMENT:
A. Degree: land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments.
-OR- B. Combination of education and experience -- courses equivalent to a major in land surveying or civil engineering as described in paragraph A, plus appropriate experience or additional education.
-OR- C. The basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11 in the Federal service. Specialized experience for this position is defined as: performing land surveying work that includes reviewing and certifying land descriptions and resolving complex boundary and title issues; and implementing modern surveying and mapping technology, to include geographic information systems, to manage the production of field to finish mapping products.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
