Duties

Help
  • Serve as a recognized subject matter expert (SME) and as afunctional and project team lead to lead, facilitate, and make substantive contributions to the implementation and refinement of cyberspace operations (CO) and information operations (IO).
  • Identifies and develops internal FOPS plan of actions and milestones for planning requirements and priorities. Supports branch, section, element, and division-level planning, manpower oversight, and daily administration of assigned personnel.
  • Provides leadership and expert knowledge of the supported commanders’ CO and IO to apply and improve on methods employed to disseminate future operations planning work products.
  • Applies detailed knowledge of end users’ objectives, priorities, and challenges to make expert recommendations on the utility and feasibility of integrating emerging full spectrum cyber operations concepts and methods and new automated analysis tools
  • Attends, leads, and represents the organization as an actively participating member of various Operational Planning Teams (OPTs) and Joint Planning Groups (JPGs) with DoD and non- DoD CO and IO planning partners.
  • Provides guidance and oversight for commander-level CO and IO team members and other affected program partners to develop and integrate full spectrum cyber operations COAs into cyberspace plans.
  • Supports the supervisor and J3 leadership in defining short- to long-range FOPS workforce and staffing requirements, focusing on specialized knowledge/skill requirements that are in high demand and short supply in the applicant community.
  • Provides contractors/vendors with tasking and technical direction, consistent with negotiated contracts, and evaluates work efforts and products for conformance with contract standards.
  • Integrates FOPS concepts and strategies into other aspects of operational planning, including into simulations training and exercises.

  • Three year trial/probationary period may be required.
  • The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.
  • The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
  • This is a Drug Testing Designated Position. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program.

You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled.

Specialized Experience: One year of specialized experience would be demonstrated by: 1) Leading planning teams in new approaches to addressing cyber threats 2) Designing procurement strategies such as Statements of Work (SOW) documents to ensure mission requirements are met. 3) Consulting with leadership to advise them on developing methods to collect and evaluate exercise data; 4) Managing daily operations and orders for cyberspace planning operations.

Education

  • Emergency Essential: This position may be considered emergency essential in support of the Army's mobilization and wartime mission during periods of increasing tension or mobilization. A position is considered emergency essential because (1) no qualified and immediate replacement exists and (2) having the position vacant would (a) impair the effective operation of essential military support systems or (b) adversely impact the combat or peacekeeping mission of deployed forces. In addition, DA civilians who occupy emergency essential positions overseas must sign a statement of understanding including that as a requirement of the position, they will remain in the event of hostilities or mobilization until relieved by proper authority. E-E employees may be required to undergo nuclear-biological and chemical training and to participate in readiness tests, mobilization, alerts, and field training exercises. E-E employees must also pass a medical examination and receive required immunizations for the overseas/deployed location. E-E employees must sign DD Form 2365, DoD Civilian Employee Overseas Emergency Essential Position Agreement.
