Duties

Help

As a Supervisory Human Resources Specialist (Compensation-Benefits) at the GS-0201-15 level, some of your typical work assignments may include:

  • Serves as subject matter expert and advisor to USMS management and employees on a broad range of issues concerned with employee benefits and entitlements.
  • Serves as a technical expert for pay and compensation policies and procedures within USMS. Applies advanced HR pay principles, concepts, and practices in support of multiple pay systems and authorities (GS, GL, and SES, Political appointments).
  • Provides oversight and direction on written policy, procedural, planning and guidance materials on pay administration, benefits, retirement, payroll, premium pay, the operational aspects of leave administration.
  • Formulates and prepares responses to inquiries from members of Congress, OPM, employees and other interested parties concerning regulatory policy applications.
  • Plans and carries out special projects and studies to identify and resolve problems related to HR program activities (e.g., payroll, benefits).
  • Responds to customer inquiries including prompt follow up, collaboration, providing accurate information, and responding to complaints.
  • Analyzes workflows and procedures to identify inefficiencies or bottlenecks to enhance productivity and reduce costs.

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).

Must be able to obtain and maintain a Secret background investigation.

May be required to successfully complete a supervisory probationary period.

Qualifications

GS-15 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 grade level is required to meet the time-in-grade requirements for the GS-15 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

You may qualify at the GS-0201-15 level, if you fulfill the following qualifications:

Specialized Experience: One year of specialized experience equivalent to the GS-14 grade level in the Federal service that demonstrates your ability:

1) Leading or managing the full range of compensation, pay administration, and benefits services for an organization;
2) Ensuring compliance with regulatory laws, policies and procedures as it relates to pay administration, compensation, and benefits;
3) Providing advice and guidance to staff and management on various pay matters including, but not limited to setting pay, premium pay, maximum earnings limitations, and, retroactive pay;
4) Applying complex HR Benefits principles, concepts, practices, methods and techniques for benefits and retirement programs, such as health and life
insurance, dental and vision insurance, CSRS/FERS, flexible spending accounts, long term care insurance and the Thrift Saving Plan (TSP); and
5) Researching and/or analyzing data from various sources to respond to inquiries relating to compensation, pay administration, and benefits.
