Help

Duties may include but are not limited to:

  • Evaluates functional effectiveness of, coordinates new and/or proposed programs and initiatives, and integrates them into business practices within the service line.
  • Provides direct support and guidance to management officials by analyzing, involving, advising on and/or coordinating health care delivery systems, strategic planning, and operations.
  • Oversees and directs the flow of work related to management of the Education Service's human resource activities. This includes directing the development and submission of required documentation and ensuring all actions are completed in accordance with Human Resources and VAPSHCS policies and regulations for all matters involving recruitment, promotions, performance, awards and recognition, incentives, position classification, credentialing and privileging, on boarding, new employee orientation and training.
  • Advises and coordinates flow of work for all Equipment Inventory Lists (EIL) within the Service and oversees completion of inventories. Ensures process for requests of supplies and equipment are met and in line with strategic and operational needs.
  • Direct responsibility for seeking and finding practical solutions that may be achieved through short or long-range planning.
  • Develops information required for policies, procedures, programs, education, research, and other special requirements specific to the service line.
  • Analyzes, extracts, summarizes, identifies, interprets, and evaluates significant trends and issues for data related to the Service Line's operations. This includes but is not limited to forecasting and estimating program requirements and report preparation, justifications, charts, graphs, statistical and narrative data for briefings and presentations to management officials.
  • Functions independently and understands through discussion and minimal direction, the broad range of activities, programs, initiatives, etc. of the service line and the health care system. This requires a high degree of interpersonal skills and initiative and the ability to use tact, grace, and understanding in all situations.
  • Formulates recommendations to include specific plans to address/correct deficiencies and/or increase positive accomplishments of administrative/clinical practices. Directs and participates in quality improvement (QI) activities.
  • Ability to maintain effective relationships with clinical and administrative staff in a health care system, its affiliates, and stakeholders to communicate effectively and gain cooperation on complex and controversial issues.
  • Supports and manages budget and fund control points for sections within the Service Line.
  • Serves as a control point official for all Service Line fund control points (FCP) used for all contract types, including scarce medical services contracts, personnel service contracts, fee basis referrals and supply purchases.
  • Develops management improvement programs or revised policy and procedures requirements for effective application of various administrative and clinical management systems such as reports management, information management, position management, etc.
  • Analyzes and evaluates the rolling needs for the Service Line for space, ensuring accurate data analysis is reflected in the Facility Plan and management briefs.
  • Identifies metrics appropriate to the service line and health care system, reviews data, validates accuracy, analyzes findings, and makes programmatic recommendations based on analysis.
  • Ensures the Service Line maintains historical and projected workload data for tracking and planning purposes and that systems are in place to properly capture workload.
  • Coordination of Service Line Labor Mapping/DSS to support accurate data reporting for staffing costs and productivity.
  • Ensures optimal operations within the Service Line including serving as the operations expert for the Service Line, setting administrative priorities and assigning administrative and operational work throughout the Service Line.
  • Manages the budget and fund control management for all programs and sections within the Education Services, through supervision of qualified staff or as the service line expert.
  • Prepares and presents analysis of information on capacity, demand, workload productivity reviews and projections, program development, cost information and associated resource needs to senior leadership for annual budget calls.

Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement,10/30/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement.

For a GS-13 position you must have served 52 weeks at the GS-12.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.


Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met in order to qualify for the 0671 occupational series: All applicants, regardless of grade level must meet minimum education or specialized experience requirements. For this occupation, the education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

  • Education: I possess a bachelor's or graduate/higher level degree with a major in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (Transcripts Required)
OR,
  • Specialized Experience: I possess progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
OR,
  • Special Provision for Inservice Placement: I have successfully completed an agency-sponsored on-the-job training program which included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. (Training Documentation Required)

You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: ability to objectively analyze strategic plans, policies and actions related to healthcare, quality, safety, and operations for nursing and patient care delivery; ability to develop and utilize concepts of economics, cost benefit analysis and business models; ability to estimate program requirements and report preparation, justifications, charts, graphs, statistical and narrative data for briefings and presentations to management officials; ability to direct and provide guidance, assistance and ensure proper process management to support the services such as nursing, personnel, supply management, and budget; ability to lead, develop, implement, evaluate, and improve processes and procedures to monitor the effectiveness, efficiency, and productivity of the program segment and/or organization directed.

Physical Requirements: The work is primarily sedentary and performed in a typical office setting. Some slight physical effort may be required.
