Summary

Position located in the Office of Environmental Health and Engineering, Division of Sanitation Facilities Construction within the Navajo Area Indian Health Service. The primary function of this position is to assist the engineering staff to perform technical duties related to the construction of water and waste facilities. This position works under the supervision of the District Engineer or Field Office Engineer.

Help

  • Provides water supply and wastewater disposal facilities for American Indian homes and communities.
  • The technician assists the engineering staff in performing non-professional technical duties related to the design and construction of water and waste facilities.
  • Prepares drawings, sketches, estimates and other documentation using familiar methods, procedures and data inputs.
  • Conducts tests on materials and equipment, recording instrument readings and evaluating test data.
  • Assembles, reproduces and distributes documentation and maintains project files and records.
  • Utilizes electronic surveying equipment and assists with inspections of construction projects.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

BASIC REQUIREMENT(S):
Six months of Specialized Experience (for positions at GS-4 or equivalent and above): Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Examples include: Basic experience on construction crew in the areas of utility construction, drafting, surveying and the construction inspection process. Knowledge of computer systems and programs, i.e., word processors, database systems and spreadsheet software. Knowledge of and practical usage of GPS systems to determine location and to verify location in relation to blueprints. Exposure to engineering drafting systems and their usage.

Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:

  • Planner and estimator who analyzed designs for production purposes.
  • Instrument maker or model maker who performed design or development work on devices fabricated.
Specialized Experience Defined: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

AND

Six months of General Experience: General experience is defined as (l) Any type of work that demonstrates the applicant's ability to perform the work of the position, or (2) experience that provided a familiarity with the subject matter or processes of the broad subject area of the occupation.
OR
Education and Training:
For positions at GS-4 (or equivalent): Successful completion of 2 years of post secondary study that included at least 12 semester hours in any combination of courses such as those shown above for GS-3 (or equivalent). At least 3 of the 12 semester hours must have been in drafting if the position has been designated by a drafting area of specialization.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Additional information

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.

This position is covered by a Bargaining Unit.

Recruitment or relocation incentives may be authorized. At least a 6 month service agreement will be required.

There is no promotion potential for this position.
