Duties

Help
  • Serves as the DLA Energy Engineering, Environmental, Property Division (EEPD) Division chief.
  • Acts as the principal advisor to the Director, DLA Energy FSD and to the DLA Energy Commander and Deputy Commander in directing, supporting, and implementing policies and objectives related to worldwide petroleum issues.
  • Makes programming, planning, and budgeting decisions for all fuels infrastructure/fuel facilities projects at worldwide Defense Fuel Support Points (DFSPs).
  • Plans, manages and directs the work of employees engaged in providing a range of major support services, including those related to activity operations and services.
  • Plans, programs, budgets, reviews designs, and manages sustainment, restoration, and modernization (SRM) and military construction (MILCON) projects in support of the DLA Energy mission.
  • Coordinates in conjunction with DLA Energy leadership their centrally managed fuel facility and SRM and Military Construction (MILCON) Programs.
  • Provides engineering and technical assistance; inspects the physical conditions of facilities, installed equipment, and real property improvements.
  • Develops procedures and establishes policy consistent with DLA, General Services Administration (GSA) and host organizations; plans, organizes and monitors the staffing and functional operations.
  • Incumbent is responsible for directing DLA Energy EEPD operations which involve all fuels infrastructure support functions at DLA Energy DFSPs (CONUS/OCONUS).

Qualifications

To qualify for a Sustainment, Restoration, Modernization and Environmental Division Chief, your resume and supporting
documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

  • Developing written materials and making on-the-spot presentations to convey information concerning complex problems and functions to customers having diverse levels of understanding of the organizations programs and initiatives in order to establish and maintain effective working relationships.
  • Overseeing planning, managing and directing the work of employees engaged in providing a range of major support services.
  • Planning, programing, budgeting, reviewing designs, and managing SRM and military construction (MILCON) projects.
  • Guiding engineer maintenance and construction programs by defining general requirements based on consideration of objectives and DoD programming guidance.
  • Developing broad policies governing services and developing long-range objectives for service support.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Drug-Free Workplace Policy

The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing.

Applicants tentatively selected for employment in testing designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test. The DLA drug testing panel tests for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, norfentanyl, methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), and opioids.

ADVISORY: Use of cannabidiol (CBD) products may result in a positive drug test for marijuana. DLA employees are subject to Federal law and under Federal law, Marijuana is a Schedule I drug and is illegal.
