Duties

Help
  • Plan for and coordinate the defining, piloting, fielding, and life-cycling of critical engineering program/projects.
  • Collaborate with stakeholders to develop and/or maintain IT program/project documentation.
  • Identifies areas for collaboration and establish Memoranda of Agreement / Memoranda of Understanding and works to ensure availability of inter-agency and inter-departmental agreements in order to leverage different areas of expertise.
  • Responsible for the full Financial Planning across all programs/projects and develops accurate and cost-effective budget plans to support current and future defense year operations.
  • Researches methods to obtain additional funding for IT programs/projects and explore methods of expending funds to provide most flexible alternatives to accomplish distinct missions/objectives.
  • Communicates IT program/project plans, schedules, risks/issues, and outcomes to all levels of leadership within and outside the division, the directorate, and/ or the agency.
  • Briefs, influences, and educates executive-level leadership as to the significance, applicability, and importance of proactive and coordinated innovation and advanced technology transition activities.
  • Responsible for collaborating with directorates, divisions, external agencies, and mission partners to achieve functional, technical, and joint interoperability objectives.
  • Analyze innovation transition-related policy and/or procedures to recommend improvements.
  • Exercises the full range of supervisory authority in regard to assignments of IT programs/projects for military, civilian employees and contractor personnel of the Program Operations Branch by determining work schedules, tasks, and priorities.
  • Branch Chief for Program Operations, overseeing portfolio and capital planning, strategy, governance, performance metrics, process improvements, requirements, acquisition, operations, support, and outreach across all programs and projects.

  • A Personnel Security Investigation is required.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position has been designated “Mission Essential.” In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations.

Basic Requirements for the SUPERVISORY IT SPECIALIST (POLICY AND PLANNING), GS-2210-15:Specialized Experience: One year of specialized experience which includes providing administrative oversight to subordinate staff, assisting with developing engineering business plans or operational IT service guidance, recommending methods to improve efficiency or reliability of IT service, and representing the organization to senior-level leadership or stakeholders. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
