As a TRAINING SPECIALIST you will be responsible for the following duties:

- Curriculum development in support of the Defense Counterintelligence and Security Agency's Security Academy.

- Prepare and present written and verbal information for decision briefings and reviews, in collaboration with the Course Manager for Branch Chief's approval.

- Develop and implement instructional materials curricula with a security area of focus; understand, disseminate and translate difficult, complex, and/or ambiguous regulations, procedures, and policy into learning objectives and easily understood concepts for students and stakeholders.

- Serve as a functional expert in training product development, course administration, course facilitation, and learner engagement; participate in curriculum reviews and evaluations adapting curricula to established technology-based platforms, methods and techniques.

- Serve as a functional expert for program planning and evaluation; manage special projects and coordinate with others, to ensure superior service and product delivery.

- Serve as functional expert for interdisciplinary security or any of the following: cybersecurity, industrial security, and information system security.

Education

Undergraduate and Graduate Education: Major study -- education or a subject area related to Cybersecurity/Information Systems Security.

General Experience (for GS-5 positions): Experience that provided evidence of the ability to instruct students in the use of equipment, principles, or practices of the subject or occupation. This experience may have been gained as a teacher or instructor; in on-the-job supervision or instruction of subordinates or fellow workers; or in work involving application of the principles, practices, and techniques of the occupation or subject-matter field of the position to be filled.

Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:

  • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
  • Supervising or administering a training program.
  • Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
  • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-14 in the Federal service and are prepared to take on greater responsibility.

Generally, this would include one year or more of such specialized experience.

Specialized experience for this position includes:
  • Leveraging subject matter expertise in DoD and National Security, cybersecurity and information system security roles and functions.
  • Maintaining awareness of updates and changes to DoD, National Security, and cybersecurity policies and requirements, and information system security professional operating procedures.
  • Implementing instructional design to develop and deliver training content including instructor led training, virtual instructor led training, and corresponding performance support tools to ensure the mission readiness.
  • Conducting content review, updating instructional materials, analysis and change recommendations, and curricula support.
  • Experience planning, analyzing and evaluating the effectiveness of programs in meeting established goals and objectives.
Specifically you will be evaluated on the following competencies:
1. Legal, Government and Jurisprudence - Knowledge of laws, legal codes, court procedures, precedents, legal practices and documents, government regulations, executive orders, agency rules, government organization and functions, and the democratic political process.

2. Planning and Evaluation - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.

3. Security - Knowledge of the laws, regulations, and guidelines related to securing personnel, facilities, and information, including the requirements for handling, transporting, and protecting classified information and proper reporting of security incidents.

4. Instructional Delivery and Learner Development - Deliver, provide, and monitor training and education for individuals and groups within learning environments. Tailor and adapt instruction to ensure learners' needs are met and learning outcomes are achieved.

5. Curriculum Development - Develop training and educational content with corresponding curricular products and services to facilitate competency acquisition.

Additional Information:

  • This position is designated non-critical-sensitive. The incumbent may require a higher clearance level due to change in duties and responsibilities.
  • Incumbent must successfully attain and maintain the Basic Level Certification for the CDSE's Instructor Certification Program within 24 months of hire date.
  • Incumbent must successfully attain and maintain Information Technology/Security certifications equivalent to Information Assurance Management (IAM) Level III and IAT Level II per DOD 8140 and defined by DOD 8570.01-M, dated December 19, 2005; incorporating Change 4, dated November 10, 2015 within six months of the appointment date. The incumbent must sign a Statement of Understanding regarding the certification requirement and maintaining the appropriate certification is a condition of employment.
