Duties

Help
  • Provides professional accounting services in the interpretation and application of accounting principles, policies, and procedures.
  • Takes action and/or makes recommendations regarding revisions to existing operating and reporting procedures, in the development of accounting procedures.
  • Provides analyses and reconciliations related to the more complex accounting functions which have very high visibility, involve more than one system and involve a large number of transactions cross leveling interrelated systems.
  • Develops and monitors internal controls for major segments of accounting operations to provide reasonable assurance of accounting operations audit readiness.
  • Prepares System Change Requests (SCRs) to effect corrective action and/or implement system charges to accommodate changing requirements or to comply with new legislation, audit readiness, policy or procedures
  • Develops process maps and narratives to map financial processes to Statement of Budgetary Resources (SBR) line items and the balance sheet, and to explain the how , what, and why of required audit processes and procedures.
  • Provides functional advice to the design and programming of automated systems and takes action and/or makes recommendations regarding revisions to existing operating and reporting procedures, in the development of accounting procedures.
  • Monitors performance measurement and financial management information indicators for assessing the operational health of the organization and the accounts managed.
  • Interprets, reviews, evaluates, tests, adapts, and/or implements DoD, DA, or DFAS policies, procedures, guidance and systems.
  • Researches regulatory changes and controversial or conflicting policy guidance; analyzes impact on accounting systems; recommends preferred approaches to ensure compliance with policy and to ensure integrity of financial reports and data.

Qualifications

This position has a positive education requirement. To qualify for this position you must meet one of the basic requirements described below:(1) Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
(2) Candidates may also qualify through a combination of education and experience: at least 4 years of accounting experience or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses, which may include up to 6 hours of business law,
OR
(3) A current certificate as a Certified Public Accountant or Certified Internal Auditor.

In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-11) in the Federal service, which demonstrates the ability to perform the duties of the position.

Specialized experience is defined as providing professional accounting services that ensure the overall effectiveness of accounting operations such as applying evaluation and analysis of current accounting procedures and methods to verify the accuracy and integrity of all accounting products and reports in accordance with Generally Accepted Accounting Principles

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicants must have served 52 weeks as a GS-11 or higher grade in Federal Service.

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
