Summary

The position is responsible for the management of the animal research program and the management of scientific equipment and purchasing for the Phoenix VA Health Care System (PVAHCS).

Duties may include, but are not limited to the following:

  • Overseas the development implementation and record maintenance of a dynamic comprehensive educational program for research personnel conducting research involving animals.
  • Ensures that the educational program changes with the needs of the organization.
  • Performs as the primary point of contact for internal and external research integrity inquiries or complaints pertaining to animal research.
  • Provides guidance and counsel on operationalizing regulations on animal research into the day-to-day operation of the Research and Development Service.
  • Prepares policies for complex programs pertinent to research involving animals.
  • Ensures regulatory and policy updates are disseminated to investigators and research staff in a timely manner, continuously monitors all areas of research involving animals and acts decisively on issues of potential noncompliance.
  • Monitors compliance with requirements and regulations of research involving animals.
  • Conducts program assessments and prepares reports necessary to program continuity and reporting.
  • Develops and updates local policies and procedures related to maintaining equipment inventory and purchasing research equipment.
  • Performs other related duties as assigned.

Qualifications

Basic Education Requirement: Bachelor's degree (or higher) from an accredited college or university in a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of a Research Health Science Specialist. In addition to the basic education requirement, all applicants must meet one of the minimum qualification requirements as follows:

SPECIALIZED EXPERIENCE:
Possess one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Research Health Science Specialist. Qualifying specialized experience includes: designing, overseeing, implementing, and/or participating in scientific research studies; developing and updating policies and procedures related to research; monitoring compliance with requirements; conducting program assessments and prepares reports necessary to program continuity and reporting; and inspecting equipment and monitoring maintenance of major laboratory equipment. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~

EDUCATION: Have successfully completed three (3) years of progressively higher-level graduate education leading to a Ph.D. degree, or Ph.D. or equivalent doctoral degree in a directly related field of this position. This education must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. COMBINATION: Possess an equivalent combination of successfully completed graduate level education (beyond the second year) and specialized experience as described above, to meet the total experience requirements for this grade level. This education must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: Work is active, involving constant interaction with other laboratory personnel and investigators in the conduct of the research. There may occasionally· be long hours and repetitive motions. There is also a substantial component of sedentary work in data collection, analyses and writing of manuscripts. Travel to scientific conferences may be expected.
