Summary

This position is assigned to the Non-Appropriated Fund (NAF) Human Resources (HR) Branch; Fleet and Family Readiness Support Services; Commander, Navy Installations Command (CNIC); Washington, DC. Incumbent serves as a Headquarters (HQ) HR Specialist (Human Capital Management Evaluation) responsible for providing NAF human capital management evaluation and fiscal oversight audit compliance for NAF HR functions within CNIC organizations.

Duties include but are not limited to:

  • Serves as SME and provides analytical and technical advice and guidance to managers and/or supervisors NAF HR programs.
  • Plans and executes NAF human resource program evaluations and fiscal oversight reviews of CNIC organizations.
  • Assesses and evaluates NAF human resource programs to ensure compliance with government-wide rules and regulations, merit system principles, and applicable personnel laws and regulations.
  • Performs inspections and reviews of HR functions, such as recruiting/staffing/talent management; classification; benefits; NAF retirement; portability; pay administration and compensation; HR training and development; performance management; labor management and employee relations; records management; and proper application of personnel actions.
  • Conducts in-depth reviews to obtain documentary, analytical, or observations evidence for conclusions and findings.
  • Creates new ideas for program inspection areas and develops oversight program proposals for use by supervisor.
  • Collaborates among team evaluators, key participants, management officials, and other participating personnel to conduct individual interviews and focus group sessions to augment findings derived from employee survey results, data from HR information systems, and information from prior evaluation report findings.
  • Assists in identifying audit approaches and steps to meet fiscal oversight and human capital evaluation program objectives; develops statistical sampling plans, extracts and sorts sample cases to expedite work.
  • Performs on-site fieldwork necessary to complete requirements of the fiscal oversight and human capital evaluation programs.
  • Prepares comprehensive supporting documentation, cross-referencing reports and results.
  • Exercises independent judgment in evaluating human resource programs, and presents ideas, facts, conclusions and recommendations clearly, concisely and logically, both orally and in writing.
  • Receives and reviews work papers and working paper summaries in support of findings, requests additional information, deals with technical questions and resolves problems with personnel of local CNIC organizations and other members of the fiscal oversight team.
  • Documents results of work paper reviews, including providing written guidance to team members relative to additional information needed in adequately substantiate reportable findings.
  • Discusses findings and recommendations with management personnel to reconcile differences and to work out satisfactory solutions to various problems.
  • Participates in entrance and exit conferences with local command representatives to explain objectives and conclusions.
  • Considers and resolves issues raised by command representatives on factual matters to ensure balanced and accurate presentation of reported results.
  • Develops communication materials to explain CNIC NAF HR policies. Participates in regional communications sessions with CNIC NAF HR staff, managers, and/or employees to present information on subject area topics.
  • Serves as CNIC NAF liaison working closely with CNIC APF HR staff on issues/actions affecting both APF and NAF employees.
  • Develops and presents subject area specific training to both internal and external customers.
  • Prepares and analyzes functional area specific reports.

Qualifications

A qualified candidate must possess the following:

  • At least 4 years of specialized experience conducting audits or compliance reviews of human resources programs, such as classification, employee benefits, or staffing, to ensure adherence to policies, regulations or federal guidelines
  • Knowledge of and skill in applying a wide range of HR theories, concepts, and/or practices to expertly analyze a variety of difficult and complex tasks in the functional areas of human resources.
  • Knowledge of CNIC organizational structure and mission(s) of organizations serviced to perform the full range of HR services.
  • Knowledge of HR laws; and Office of Personnel Management (OPM), DoD, Department of the Navy (DON), CNIC, and various federal government HR policies, regulations, and procedures related to functionally specific areas of HR.
  • Knowledge of specialized audit techniques such as statistical sampling, automated data retrieval, etc.
  • Skill in the use of Human Resources Information Systems (e.g., SAPHR, Defense Civilian Personnel Data System).
  • Skill in the use of USA Staffing sufficient to search, locate, and review the full range of recruitment files/documents.
  • Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).
  • Ability to provide advice and assistance and interpret policy and regulations related to NAF human resources.
  • Ability to review large amounts of data, numerical and otherwise, for purposes of evaluating management systems.
  • Ability to recognize potential fraud indicators and develop steps to expand fiscal oversight scope to evaluate whether investigative referral is appropriate.
  • Ability to analyze and prepare clear, concise, and technically sound reports related to work within the Branch.
  • Ability to develop and effectively deliver presentations and/or training.
  • Ability to communicate effectively both orally and in writing.
