Help
  • You will serve as a functional expert for the daily accounting operations of funds.
  • You will exercise intensive accounting control over the repair/procurement/retail funds managed by WSS.
  • You will oversee the Unmatched Transactions (UMT's) received from DFAS-Cleveland.
  • You will perform contract audit, a tool used to validate such items as shipping information, expenditures, ULO balances, Due-Ins, gross obligations in the accounting files.
  • You will be responsible for iussing funds to various field activities.

Qualifications

There is a Basic Requirement to hold a GS-0510 series position in the Federal Service. See the "Education" section of this announcement for details.

To qualify for the GS-11 level, in addition to meeting the Basic Requirement, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector applying established accounting theories, concepts, principles, and standards to perform the following: 1) Assessing working capital fund budgets and/or funds management to evaluate trends that affect program operations; 2) Maintaining accounting records and preparing in-depth financial reports for review by management; 3) Performing analysis related to financial requirements, contracting procedures and inventory management; 4) Identifying problems and developing corrective action to restore financial data to an operable condition. 5) Utilizing knowledge of Navy ERP to ensure financial policies are developed that provide effective policy oversight, internal control, and customer management information

To qualify for the GS-09 Level, in addition to meeting the Basic Requirement, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector applying established accounting theories, concepts, principles, and standards to perform the following: 1) Maintain and manage accounting records 2) Analyze and/or prepare financial statements 3) Review accounting data for accuracy to insure the integrity of the accounting system 4) Monitor financial transactions to identify errors or trends. You may also qualify using education to substitute for specialized experience. See the "Education" section of this announcement for details.

To qualify for the GS-07 Level, in addition to meeting the Basic Requirement, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the federal service or equivalent experience in the private or public sector applying established accounting theories, concepts, principles, and standards to perform the following:1) Assist with maintaining accounting records 2) Assist senior accountants involved in preparing, analyzing, and interpreting financial statements 3) Assist senior accountants with reviewing accounting data for accuracy to insure the integrity of the accounting system and notifying senior personnel when discrepancies are discovered. Education

BASIC REQUIREMENT
There is a Basic Requirement to hold a GS-0510 series position in the Federal Service which is having the following: A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
B. A Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

You may also qualify for using education to substitute for specialized experience if you have the following:

For the GS-11 Level: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree

For the GS-09 Level: Have successfully completed a master's or equivalent graduate degree. Such education must have provided the knowledge, skills, and abilities necessary to do the work.
OR
Have successfully completed two full years of progressively higher graduate level education leading to a master's degree. Such education must have provided the knowledge, skills, and abilities necessary to do the work.
OR
Have a combination of experience and education as described above that equates to one year of experience.

For the GS-7 Level Have one year of graduate-level education or superior academic achievement. Graduate education must have provided the knowledge, skills, and abilities necessary to do the work.

Have a combination of experience and education as described above that equates to one year of experience.
