THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a IT SPECIALIST (SYSADMIN/NETWORK), Position Description Number T5826600 and is part of the OH 123 Air Control Squadron, National Guard.

This position is located at an Air Control Squadron. The purpose is to plan and design the telecommunications and Information Technology networks required to support the ACS Weapon System, specializing in the interconnection and integration of tactical radar sites.

As a IT SPECIALIST (SYSADMIN/NETWORK), GS-2210-11, you will perform the following duties:

Networking duties:

1. Receives information on computer and communication requirements needed, coordinates requirements with internal and external agencies (Army, Navy, allies, etc.) involved, and analyzes, plans, and designs data, video, and voice networks carried over various transmission systems such as multichannel satellite, troposphere scatter systems, Line-Of-Sight (LOS) RF radios, LOS laser radios, and cable systems, fiber optic as well as copper. Designs, configures and optimizes router-to-router connections utilizing military and commercial protocols, switch-to-switch trunking, circuit configurations through asynchronous transfer mode (ATM) as well as military and commercial multiplexers.

2. Manages frequency assignment and control of local operating frequencies. Provides technical guidance and direction for different aspects of radio frequency spectrum analysis. Determines the compatibility of frequency assignments for fixed station and/or mobile radio, radar, satellite links, and other systems used by the military. Coordinates frequency assignments with unit spectrum managers, local Spectrum Managers, ANG Headquarters, MAJCOM Spectrum Management personnel and other agencies such as Federal Aviation Agency. Utilizes automated software tools to manage spectrum for associated squadrons. Conducts transmission path analysis (path profiling) with various computerized programs.

3. Identifies and corrects network problems and identifies transmission deficiencies in planned or currently operational networks. Utilizes an overall understanding of the operating characteristics of communications equipment, services, and systems in order to provide guidance and direction pertaining to network systems and circuits of communications equipment/systems. Coordinates and/or determines operational, technical and support requirements for the location, installation, operation and maintenance of network equipment and systems. Coordinates and conducts operational tests and evaluations of designed networks to monitor and optimize network capacity and performance capabilities.

Systems Administration duties:

4. Configures, manages, monitors, programs and trouble-shoots various tactical and non-tactical network and application server hardware, operating system software, and peripheral network equipment such as routers, bridges, switches, attached cabling system, network interface cards, modems, multiplexers, concentrators, boundary protection devices (firewall), and print services for both classified and unclassified networks. Conducts testing using remote management terminals to insure operability, efficiency, and compliance with existing standards. Recommends policies and develops and maintains procedures for tactical networks, system operations, and product assembly and installation to include policies for system backup and archives.

5. Develops recommendations or proposals involving a variety of specialized systems and state-of-the art enhancements designed to meet unique tactical requirements and improve operational efficiency. Performs in-depth analysis of systems related to proposals for change, in order to develop or modify information systems to meet tactical network user requirements. Determines applicability of established methods. Gathers facts about the nature of the work involved in the user's application area, flow of work, processing actions, and work product(s). Provides technical advice to users. Examines and evaluates alternative means of satisfying user requirements.

6. Ensures compliance with all Air Force Computer Emergency Response Team (AFCERTs), Time Compliance Network Orders (TCNO's) Air Force Electronic Key Management System (AFEKMS), and other mandated security updates. Develops, establishes, and maintains work center training programs. Plans and schedules tasks and training activities for drill status guard members. Oversees and conducts on-the-job training (OJT) for personnel. Creates and develops lesson plans. Ensures availability of facilities and training aids. Monitors the training status of personnel and ensures that supplemental and/or remedial training is accomplished. Ensures mobilization readiness of section personnel and equipment.

Performs other duties as assigned.

  • THIS POSITION CONDUCTS INFORMATION ASSURANCE FUNCTIONS. THE INCUMBENT SHALL COMPLY WITH THE REQUIREMENTS OF THE CERTIFICATION PROGRAM AND WILL BE REQUIRED TO OBTAIN AND MAINTAIN CERTIFICATION AS OUTLINED IN DOD INSTRUCTION 8570.01-M.

Qualifications

SPECIALIZED EXPERIENCE: Education or 1-year specialized experience equivalent to at least the next lower grade (GS-9). Specialized experience includes experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization; Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; Experience that required adaptations of guidelines or precedents to meet the needs of the assignment; and Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.

Education

Substitution of Education for Specialized Experience:

Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions.

Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
