Duties

Help

This position is located in Phoenix, Arizona. The primary purpose of this position is to serve as the Vehicle Fleet Manager for host and subordinate units; ensuring the efficient and effective utilization and maintenance of vehicles and equipment (i.e., refueling vehicles, fire trucks, materiel handling equipment, de-icing, snow removal, aircraft towing, tactical, construction equipment, and DOMOPS vehicles). Incumbent performs preliminary planning, long term scheduling, managing maintenance production, and conducting analysis. Analyzes and reviews reports and statistical data from subordinate functions and other sources for the purpose of evaluating overall maintenance program status or identifying exception, trend, or problems areas.

  • ARIZONA AIR NATIONAL GUARD MEMBERSHIP IS REQUIRED. Prior to appointment into this position, selectee must be a current member of the Arizona Air National Guard, in a military position assigned to 161st.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guar, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a trial period.
  • Participation in direct deposit is mandatory.
  • Incumbent must possess and maintain a current state driver's license.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

SPECIALIZED EXPERIENCE:
Must possess at least 24 months experience, education or training scheduling workflow in more than one area and responsible for coordinating products or materials from support activities. Experience in performing or supervising journeyman level work in a production facility. Experience preparing job or work orders; scheduling various phases of projects into the production facility; following up to see if work is progressing as planned and arranging for adjustments in materials, machine processes, and work sequencing allowing for changes. Experience with current automation support programs to input data, provide status of equipment, and monitor job order status, monitor work priorities, requisition repair parts, track repair parts status, etc.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

1. Ability to determine, coordinate, and ensure effective fleet utilization; conduct and coordinate vehicle validations, establish and maintain Mission Essential Levels (MEL), priority vehicle recall listings, and conduct vehicle rotations.

2. Ability to evaluate vehicular equipment for inclusion in Defense Property Accountability System (DPAS), perform fleet management and operations analysis, and manage the vehicle control program.

3. Ability to maintain the General Services Administration (GSA) vehicle lease program supporting the unit mission; account for vehicles, arrange with contract vendors in the local area for maintenance, service and warranty work; notify GSA Regional Fleet Manager of status and maintenance actions; provide program oversight, report damage and ensure budgetary funds are programed and available.

4. Ability to determine, coordinate and ensure timely development of weekly, monthly, and yearly operational and maintenance plans for assigned general and special purpose vehicles and a variety of equipment. Project parts, contract services, funds, and personnel required. Assign work priorities and schedule vehicles and equipment for repair, inspections, and preventative maintenance based on consideration of shop capability and the requirements of the unit.

5. Ability to manage, formulate and perform analytical data review on a wide range of production indicators to assist in improving productivity or in determining causes of production delays. Serve as the primary vehicle account custodian, ensure accuracy within the Defense Property Accountability System (DPAS) and other automated processing systems. Collect, consolidate, performs analysis and reconcile variances to ensure data integrity within associated programs.
