Summary

The position is organizationally known as the Chief of Police and reports to the Medical Center Director or designated executive leadership official. The position has responsibility to manage and direct police and security programs at facilities designated by VHA. Responsible to manage the physical security of assets, information, buildings and people.

Help

Duties include but not limited to :

  • Plans, assigns and explains work requirements to subordinate supervisors for new or changed programs and the functions, goals, processes, skills, and needs.
  • Resolves technical work problems not covered by precedents or established policies.
  • Submits reports to justify increases in department personnel to the executive leadership team and/or resource board/committee.
  • Evaluates resumes of prospective candidates to determine qualifications and chairs/conducts performance-based interviews to assist in selecting appropriate candidates.
  • Assigns patrol and special duties to supervisory police officers; and ensures patrol coverage complies with agency policy and meets facility protection priorities.
  • Ensures police staff are properly trained to operate a variety of equipment and/or security systems such as but not limited to: evidence collection, weapons, emergency vehicles, radio communications, intrusion detection and video surveillance networks, duress systems, physical access control systems, mass notification systems, etc. Informs subordinates of equal employment programs, mandatory training, leave/overtime policies.
  • Develops local policies and implements corrective procedures to alleviate identified physical security problems, taking into consideration all internal, as well as external factors when making decisions or recommendations concerning law enforcement and physical security to the VHA, VBA or NCA Facility Director.
  • Subject matter expert and responsible for the development of the physical security plans and objectives and for producing Medical Center policies which address the full scope of the facility's law enforcement and security program.
  • Conducts physical security surveys and vulnerability assessments on schedules set-forth by VA. Analyzes findings to determine weaknesses, prioritizes vulnerabilities and determines necessary courses of action to mitigate risk. Coordinates with applicable leaders to resolve issues.
  • Sole facility law enforcement and security subject matter expert. Interprets complex security policies and procedures and is the primary source to provide guidance to senior facility leadership, other service chiefs, program managers, VBA, and NCA leaders within the Medical Center's catchment area.
  • Keeps senior facility leadership informed regarding program successes and vulnerabilities and collaborates with leaders to address concerns, resolve program issues and/or address resource needs.
  • Represents the Department and Facility/HCS at meetings, conferences, events and with outside agencies.
  • Full responsibility to execute complex regulations, laws, VA Directives and Handbooks and to independently develop local directives, policies and instructions, based on OS&LE policies, to meet the unique needs of the catchment area, protect patients, visitors, employees and equipment while on VA controlled property.
  • Ensures appropriate notifications are made when serious or specific incident types occur (local leadership and Integrated Operations Center (IOC), VHA Issue Briefs, and notification to VA OIG or other law enforcement agency when required).
  • Supports and participates in Incident Command processes when circumstances arise requiring activation of an Incident Management Team.
  • manages the modernization efforts and plans, the integration of new initiatives,advancements in technology, policies, etc.
  • Focused on improving relationships between Veterans and Police by engaging in non-confrontational encounters to decrease the possibility of violent incidents.
  • Performs assignments that advance the department's public safety strategies incomparison to technology investments; develops detailed roll-out plans to ensure the success of implementation.
  • Maintains a high degree of leadership and communication within a physically dispersed force who provide 24/7 services; ensures the proper enforcement of laws and regulations; develops and implements procedures for the detention or arrest of individuals suspected of violations committed against the criminal laws of the United States.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/06/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS -12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: operation, direction, and control of the law enforcement and physical security activities; directed to accomplish managerial responsibilities and interface them with staff responsibilities in a highly visible manner; The position observes, evaluates and prepares reports on the performance of department Personnel; assists in the development of local policies and implements corrective procedures to alleviate identified physical security problems; Interprets complex security policies and procedures and is a source to provide guidance to senior leadership..

Physical Requirements: The position is required to exert considerable and strenuous physical effort on a regular basis while performing the functions of the position. These functions are normally performed while the position conducts security surveys and inspections, which require crawling in unusually confined building areas. May be called upon to defend themselves and members of staff, patients or the public against physical attack and may be required to exercise deadly force if necessary. Requirements of the position include maintaining firearms qualifications , climbing flights of stairs, carrying heavy equipment/patients during emergencies, running, bending, stooping, physical restraint of aggressive persons, being subjected to assaults by persons evading arrest. Inspections and audits of security systems, constructions sites, and full searches require the performance of duties in a variety of inclement weather conditions walking, crawling in wooded or over-grown field conditions in all elements of seasonal weather.
