Summary

This position is located in the Morale, Welfare and Recreation (MWR) Department, Naval Base San Diego. MWR is assigned the responsibility of providing comprehensive fitness, athletic and recreational programs and activities. Incumbent is responsible for supervising, planning, scheduling, publicizing, developing, organizing, implementing, evaluating and coordinating an active year round program of competition for all organized sports and special events.

Duties

Help

  • Managing the Sports Department at the Adm Prout Gym, Naval Base San Diego, responsible for the day-to-day operation and sports programming e of one large indoor recreation facility and multiple outdoor sports facilities. These include two full-size basketball courts, two softball fields, two multipurpose fields for soccer and flag football, two pickleball, tennis courts and volleyball courts. These programs collectively accommodate over 5,000 patrons monthly during sport leagues alone.
  • Must be able to coordinate monthly sports leagues, tournaments, individual sports, and varsity sports.
  • Must be able to coordinate higher level sporting events (Ie. Varsity level Tournaments and ALL-NAVY Sports)
  • Responsibilities include planning and coordinating recurring and special events, joint community activities, and fun run programs to maximize resource use. Additionally, oversee the development, administration, and evaluation of sports programs, measuring success through participation rates, patron satisfaction, and facility utilization.
  • Conducts patron surveys and evaluates results. Schedules leagues and league meetings and publicizes activities via base paper, messages, marquees, POD's banners, bulletins, mailing and phone calls fleet and shore commands, ensuring maximum effectiveness in attracting and motivating participants while providing the widest possible range of activities and programs in terms of interest and needs. Maintains liaison with the military news media to ensure proper Advertising of programs and facilities. Prepares appropriate bulletin boards, brochures, flyer or similar publicity material.
  • Maintains a high level of visibility with all patrons through innovative methods of outreach. The incumbent will visit barracks, galley, workspaces, Navy Exchange, MWR facilities and other populated areas to promote current events and activities. As required, opens and closes the Athletic Complex, Bldg. 12, which includes light cleaning on a daily basis. Ensures compliance with safety, fire and security regulations.
  • Arranges for officials, awards, awards ceremonies, instructional clinics for assigned activities. Reviews contract with officials associations.
  • Coordinates with other MWR program directors and facilities manager in Command Navy Region Southwest.
  • Develops and publicizes regulations for attendants and patrons for all facilities to ensure efficient operation and compliance.
  • Provides an ongoing education program designed to promote usage of equipment by staff and patrons. Supervises training of all personnel in proper use of related equipment, i.e., Deliberator training, CPR, etc.
  • Recommends plans for new construction. Repair and renovation of existing facilities. Assists in the preparation of bid specifications for equipment and facility repairs. Checks equipment periodically and reports any damage to MWR Maintenance for repair.
  • Establishes and develops budget requirements and obtains physical resources for successful operations to include facilities, equipment, furnishings, tools, materials, and expendables. Responsible for budget development, execution, review and analysis.
  • Fund operating budget for Sports / Athletics, Aquatics and Balboa Warrior Athlete Program. Conducts all Athletics procurement action in accordance with Navy regulations. Continually reviews monthly and quarterly financial status to adhere to budget controls, and if required, makes necessary spending adjustments or requests additional resources to accomplish the assigned mission.
  • Responsible for submitting appropriate paperwork; purchase orders for supplies, parts, material and equipment for authorized projects; property and stock records, daily and activity records and time cards.
  • Responsible for the inventory of supplies and equipment; determines discrepancies of damaged or shortage of items.
  • Ensures that proper inventory is kept and limits items to insure there is no spoilage or overstock. Conducts monthly inventory to ensure accuracy.
  • Ensures that fire, safety and security rules and regulations are adhered to. Responsible for administering NAVOSH, HAZMAT and MSDS programs for all assigned facilities. Conducts regular inspection assigned facilities.
  • Develops plans and implements strategies to ensure compliance with all applicable MWR accreditation standards.
  • Responsible for the administration of the Athletic and Aquatics Division personnel including recruitment, termination, training and appraisals, and overall general supervision for APF (GS & WG) and NAF full-time and Flex employees as well as contractual, volunteer staff and assigned military personnel.
  • Carries out EEO policies and communicate support of these policies to subordinates. Assures quality in determining selections, assignment, training, promotions, details, qualifications, discipline and awards to employees. Coordinated efforts with EEO officials during the development of policies.

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background Investigations are conducted using fingerprint identification and completion of background inquiry forms.
  • Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • The work requires standing, sitting, walking and lifting 50 pounds or more while performing duties.
  • Irregular working hours may be required to include early shift, late shift, evenings, weekends and holidays when the need arises.
  • Cardiopulmonary Resuscitation and First Aid certification is required.
  • Certification from a nationally recognized agency in the area of exercise science or be able to obtain certification within 90 days of employment.

Knowledge of recreation policies, principles, concepts and methodology of recreation.

Knowledge and skills required to plan. Implement and carry out all activities of a large and diverse recreation program.

Ability to plan, assign, train and supervise the work of subordinates.

Knowledge ofprogramming for leagues, toumament, rules, regulation and conduct of variety of sports and events.

Knowledge of inventory procedures and controls.

Ability to market programs.

Knowledge of budget preparation and accounting systems and processes.

Ability to make independent judgment and sound decisions.

Knowledge of all types of exercise equipment and maintenance and repair of equipment.

Education

A degree from an accredited college or university with a course of study in Recreation Management/ Administration or closely related field; is desired.
