Help

The Office of Reasonable Accommodation Services is seeking Personal Services Assistants to assist employees with disabilities with activities of daily living.

NOTE: These positions are term appointments, with a duration of up to two years. The selected candidates may be eligible for non-competitive conversion to a permanent appointment at a later date.

Personal Services Assistants provide timely assistance to employees with targeted disabilities in order to meet their individual needs and provide a seamless transition into the workplace and throughout their day. These services are defined by the Equal Employment Opportunity Commission (EEOC) as non-medical activities of daily living and can include assistance services such as: assistance with feeding, meal-preparation, toileting, placement/removal of clothing and assistance in and out of vehicle at work-related site.

- Maintaining communication with customers throughout the day utilizing phone/email systems.
- Utilizing computer systems for documentation/tracking purposes.
- Intermittently commute to satellite offices during the work day to aid customers.
- Must be able to assist travel which may be CONUS and/or OCONUS to provide accommodations.

Executive Order 13548 requires federal agencies to attract, hire, and retain individuals with disabilities. Section 501 of the Rehabilitation Act of 1973 (amended January 3, 2017) applies additional affirmative action obligations to federal agencies. These obligations include providing Personal Assistant Services (PAS) to federal employees and applicants with targeted disabilities as defined in the Americans with Disabilities Act (ADA) (see C.F.R. 1614.203(d)(5). These services are the basic activities of daily living, such as eating and toileting, which persons with certain targeted disabilities may be unable to do independently. Without the availability of assistive services, these individuals may be unable to fully participate in the workplace. Additionally, NSA is required to provide PAS to personnel with targeted disabilities during work hours, during work-related travel, and during employer-sponsored events. NSA is also required to provide PAS in the individual's home should they be eligible for telework.

  • All applicants and employees are subject to random drug testing in accordance with Executive Order 12564. Employment is contingent upon successful completion of a security background investigation and polygraph.

Qualifications

The qualifications listed are the minimum acceptable to be considered for the position.

High school diploma or equivalent plus two years' experience is required.

Experience must be in providing assistance with activities of daily living (for example, assistance with removing and putting on clothing, eating, toileting, pushing a wheelchair, or assistance with getting into or out of a vehicle at the worksite).

Education

Additional information

Pay: Salary offers are based on candidates' education level and years of experience relevant to the position and also take into account information provided by the hiring manager/organization regarding the work level for the position.

Salary Range: $35,395 - $74,318
Salary range varies by location, work level, and relevant experience to the position. Positions are located in Colorado and Maryland.

Training will be provided based on the selectee's needs and experience.

Work Schedule: This is a full-time position, Monday - Friday, with basic 8hr/day work requirement between 6:00 a.m. and 6:00 p.m. (flexible).

DCIPS Trial Period:
If selected for this position, you will be required to serve a two-year DCIPS trial period, unless you are a veterans' preference-eligible employee, in which case you are required to serve a one-year trial period. This trial period runs concurrently with your commitment to the position, if applicable. Before finalizing your appointment at the conclusion of your trial period, NSA will determine whether your continued employment advances the public interest. This decision will be based on factors such as your performance and conduct; the Agency's needs and interests; whether your continued employment would advance the Agency's organizational goals; and whether your continued employment would advance the efficiency of the Federal service.

Upon completion of your trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

If you do not receive certification for continued employment, you should receive written notice prior to the end of your trial period that your employment will be terminated and the effective date of such termination.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

- Assist employees with targeted disabilities to perform activities of daily living that those employees would typically perform if they did not have disabilities.

Personal services tasks may include, but are not limited to:

- Assisting with mobility, lifting and reaching, getting into or out of a vehicle at the worksite, eating and drinking, outerwear assistance, toileting assistance, and business-related travel.
- Drive provided vehicle or shuttle to assist employees with disabilities at satellite offices
- Valid driver's licensure (maintain valid licensure during employment)
- Must be able to lift up to 50lbs.
- Interpersonal skills: treating others with courtesy, sensitivity and respect while responding appropriately to the needs and feelings of people with various backgrounds, organizational roles and work experiences.
- Establish and maintain working relationships and networks with customers, professional colleagues internal and external to the Agency.
-Holding self and others accountable for meeting or exceeding personal or group goals.
- Maintain communication with customers throughout the day utilizing phone/email systems.
- Utilizing computer systems for documentation/tracking purposes.

Personal services, together with any reasonable accommodation required, enable the employees to perform the essential functions of their positions without posing a direct threat to safety.

Personal Services Assistants do not perform medical procedures (e.g., administering shots) or medical monitoring (e.g., monitoring blood pressure).

The ideal candidate is someone with previous work experience such as home health care, nursing home and/or acute care settings where they have provided direct care with activities of daily living.
