Summary

This position is that of the Senior Scientific Technical Director for the Naval Oceanographic Office (NAVOCEANO). NAVOCEANO is responsible for optimizing the performance of Department of Defense missions through the collection, analysis, evaluation, and archival of oceanographic data, including hydrographic, geophysical, and ocean acoustics data.

  • You will ensure NAVOCEANO meets current and future requirements of the Department of Defense for oceanographic information and products, and to keep abreast of national and international ocean programs and technology.
  • You will serve as the Senior Technical Advisor, leading collaboration and integration with warfare centers, research laboratories, and other scientific entities to meet DoD requirements for oceanographic data and products.

TECHNICAL QUALIFICATIONS (TQs)
: Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

TQ 1. Comprehensive knowledge of, and experience in, managing oceanography, meteorology and/or hydrography program to ensure appropriate technical and operational plans are developed and programs are implemented to meet fleet requirements.


TQ 2. Expert knowledge of oceanographic/meteorological principles and/or interdisciplinary sciences (including computer science, engineering or mathematics) and their impact on national security interests, as well as techniques and methods used for investigating, analyzing and understanding complex, geophysical relationships.


TQ 3. Demonstrated ability to coordinate and collaborate with diverse stakeholders (e.g., technical experts, program managers, academia, industry, and acquisition officials) to achieve unity of direction for developing scientific capabilities through innovative strategies.


TQ 4. Demonstrated ability to research, evaluate, and advocate for adoption of scientific capabilities to improve the long-term security, integrity, availability, and operations of oceanographic and related programs.


TQ 5. Extensive technical background and judgment is required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Additional information

This position is a Senior Scientific position in the federal government. Senior Scientific and professional employees are in non-executive positions whose duties are broad and complex enough to be classified above GS 15 level. Senior level positions involve performance of high-level research and development in the physical, biological, medical, or engineering sciences.

This position is not covered by the Department of Defense Priority Placement Program.
