Duties

  • Serves as a senior advisor to the Chief, AFOSI Recruiting and Applicant Processing Division on all aspects of total force (enlisted) recruiting, total force special agent applicant processing, and special agent initial skills training for the Air Force Office of Special Investigations (AFOSl).
  • Reviews, evaluates, and advises management on the Internal Criminal Investigator Promotion Selection Process (PSP).
  • Provides advisory services and direction to management and leadership on Recruiting Programs throughout AFOSI ensuring the operational needs are met command wide.
  • Represents the Field Operating Agency (FOA) with a variety of functional area organizations. Establishes, develops, and maintains effective working relationships throughout the command and representatives from other military criminal investigative organizations, and related civilian law enforcement organizations regarding services provided.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays

  • The incumbent must be able to obtain and maintain a TOP-SECRET Security Clearance
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under Air Force Civilian Testing Program.
  • Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety
  • It is required that you, (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing. This is a TDP and requires periodic drug test screening and/or screening prior to employment
  • May be required to perform other duties as assigned within the parameters of this position
  • Selectee must undergo an internal background investigation by AFOSI and must be approved for duty by the Commander of AFOSI or the Commander's designated representative(s)

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: 1) Working with wide range of military and civilian HRM laws, executive orders, regulations, policies, directives, instructions, and concepts governing recruiting functions such as military accessions and civilian merit promotion, recruitment and affirmative employment and other programs to serve as an advisor in a law enforcement organization; (2) Providing advice to supervisors, managers, and senior leadership in the development of solutions to especially complex problems often resulting in program improvements; and (3) Working with advanced recruitment and retention HRM principles, concepts, practices, analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various HR disciplines.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the principles, theories, techniques, practices, mission and organizational structure to effectively carry out recruiting responsibilities.

2. Knowledge of the laws, regulations, principles, and practices governing the activities in civilian and military personnel recruitment processes.

3. Knowledge of analytical and evaluative methods to accurately assess information and make sound problem solving decisions.

4. Skill and ability in advising management on controversial or sensitive, complex, and difficult recruitment issues and problems.

5. Skill and ability to communicate effectively with others, both orally and in writing, in working out solutions to problems or questions relating to work.

6. Skill and ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex recruitment problems.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
