Duties

Help
  • Performs the full range of overhaul and repair work including preventative maintenance, troubleshooting malfunctions, determining the exact type and extent of repair required.
  • Maintains hydraulic lifts, materials handling equipment (MHE), cargo transporters, tow tractors, truck tractors, truck trailers, generators, GSA vehicles, and truck cranes.
  • Repairs hydraulic, pneumatic, and mechanical systems and controls. Performs major and minor overhaul of all types of standard and automatic transmissions.
  • Performs the full range of overhaul and repair work to automotive vehicles. Disassembles, repairs and/or rebuilds components and assemblies such as engines, transmissions and differentials by fitting and installing needed parts.
  • Conducts functional and performance tests on completed work products using a variety of test procedures and equipment. Determines nature and extent of repairs necessary and replaces, reworks, or refinishes worn or damaged parts.
  • Overhauls and repairs gasoline and electric driven generators, compressor, welders, gasoline space heaters, pallet jacks, and floor jacks.

Qualifications

To qualify for a Heavy Mobile Equipment Mechanic, your resume and supporting documentation must support:

Applicants will be rated in accordance with the Office of Personnel Management Qualification Standard for Trades and Labor Occupations. Although a specific length of time and experience is not required, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties at the level for which you are applying. Emphasis is placed on how you gained the quality of experience, not necessarily the length of time, and that you have the required ability or potential to perform the job. Applicants who do not meet the screen-out element (SOE) will be eliminated from further competition.

SELECTIVE PLACEMENT FACTOR: Must possess a valid state and government driver's license and be capable of operating required vehicles.

Emergency Employee: The incumbent of this position has been designated as an emergency employee. The term "Emergency Employee" is used to designate those employees who must report to work in emergency situations. Emergency dismissal or closure announcements do not apply to these employees. The employees who occupy these positions may be required to report for duty in any situation that prevents significant numbers of employees in the local area from reporting for work on time or which requires agencies to close all or part of their activities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Effort: Is required to stand, stoop, bend, stretch and work in tiring and uncomfortable positions. Frequently lifts parts and equipment weighing up to 40 pounds and occasionally lifts items weighing more than 40 pounds.

Working Conditions: Works inside and outside; occasionally exposed to bad weather. Works most of the time on concrete floors and in dirty, greasy and noisy areas. Is exposed to the possibility of cuts, bruises, shocks, and burns.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Drug-Free Workplace Policy

The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing.

Applicants tentatively selected for employment in testing designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test. Employees in drug testing designated positions are subject to random drug testing.

The DLA drug testing panel tests for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, nor fentanyl, methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), and opioids.

ADVISORY: Use of cannabidiol (CBD) products may result in a positive drug test for marijuana. DLA employees are subject to Federal law and under Federal law, Marijuana is a Schedule I drug and is illegal.

The assessments for this job will measure the following Competencies:

  • Ability to do the work of a Heavy Mobile Equipment Mechanic without more than normal supervision
  • Knowledge of equipment assembly, installation, repair etc.
  • Technical practices (theoretical, precise, artistic)
  • Ability to interpret instructions, specifications, etc. (includes blueprint reading) and Troubleshooting.
  • Ability to use and maintain tools, equipment, and measuring instruments.
