  • At the GS-07 and GS-09 grade levels, you will perform developmental duties as assigned. At the Full Performance Level (GS-11), you will perform the following:
  • You will work on the formulation of budgets and estimates to support plans, programs, and activities.
  • You will work on development, determination, and interpretation of budgetary policies and practices.
  • You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities.
  • You will perform variety of other fiscal, accounting, or financial management duties and responsibilities.

  • This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

GS-11:
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector applying a comprehensive knowledge of budgetary policies, procedures, and regulations. Specialized experience includes most or all of the following: 1) Perform or advise in any phase of budget administration. 2) Developing and interpreting budgetary policies and practices. 3) Analyzing and recommending costs and benefits of alternative methods of financial management. 4) Implementing legal and regulatory controls over approved budgets and providing advice on the use of funds to support the organization's programs and activities.

GS-09:
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector applying a comprehensive knowledge of budgetary policies, procedures, and/or regulations. Specialized experience includes some or all of the following: 1) Perform any phase of budget administration. 2) Interpreting budgetary policies and practices. 3) Analyzing costs and benefits of alternative methods of financial management. 4) Implementing legal and regulatory controls over approved budgets.

GS-07:
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the federal service or equivalent experience in the private or public sector applying budgetary policies, procedures, and/or regulations. Specialized experience includes some or all of the following: 1) Perform any phase of budget administration. 2) Interpreting budgetary policies and practices. 3) Assist in analyzing costs and benefits of alternative methods of financial management. 4) Assist in implementing legal and regulatory controls over approved budgets.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related


GS-09:

master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related

GS-07:

1 full year of graduate level education

or

superior academic achievement

Such graduate education must demonstrate the knowledge, skills, and abilities to do the work.

Additional information

This position is covered by the Department of Defense Priority Placement Program.

Several vacancies may be filled.

This position is eligible for ad-hoc/situational telework at the discretion of management.
