  • The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.
  • Apply statistical theories, procedures, and techniques to design analyses and studies of the agency's programs, operations, and databases to produce valid and reliable threat and vulnerability assessments.
  • Collect, analyze, and interpret highly specialized data from restricted and readily available sources to meet agency management information needs.
  • Produce a variety of statistically valid assessments of data trends, using technical and general statistical methodology, to assist leadership in making informed decisions on resource allocation.
  • Evaluate alternatives to determine the most appropriate and feasible methodology for studying immigration data efficiently and reliably.
  • Develop digestible reports on a visual medium that adapts observation-level data into concise and timely statistics to help agency stakeholder understand statistical connections between various data sources.

Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.

THIS IS A TEMPORARY ASSIGNMENT NOT TO EXCEED ONE (1) YEAR BUT MAY BE EXTENDED AN ADDITIONAL YEAR UP TO A TOTAL OF FIVE (5) YEARS. THE SELECTEE WILL RETURN TO THEIR FORMER POSITION OF RECORD OR LIKE POSITION (same grade, full performance level and location), AFTER COMPLETION OF THE TEMPORARY ASSIGNMENT.

Selective Placement Factor:
You must have experience working with programming languages such as: SQL, R, Python, SAS, SPSS or Stata to conduct statistical analyses, query or integrate data sets?. This experience must be documented in your resume. Failure to do so may result in an ineligible rating.

Basic Requirements: All applicants must meet the following basic requirements: (Must be supported in Transcripts from an accredited institution, Resume and/or Applicable Certificate)

  • A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods or processing mass statistical data such as tabulating methods or electronic data processing. OR
  • B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
GS-13: The desired experience for the GS-13 level would include the following duties:
  • Performing statistical methods and procedures to design analyses and studies that support agency programs and operations.
  • Partnering with teams to design and evaluate studies, reports, and projects while ensuring data integrity.
  • Creating models and data visualizations that simplify complex results and clearly inform executive decisions and policy actions.
  • Applying expert statistical methods to assess program results, identifying data patterns, and provide recommendations supported by analysis.
GS-14: The desired experience for the GS-14 level would include the following duties:
  • Independently perform complex analyses, interpreting data, and present findings to senior leaders, policymakers, and stakeholders.
  • Planning and overseeing studies and projects that require advanced statistical techniques, ensuring methods are applied correctly.
  • Providing technical guidance on statistical approaches, draft, review, and publish technical documents, standards, and methodologies.
  • Leading projects in research design, forecasting, evaluation and guiding diverse work groups.
  • Applying advanced expertise in regression and forecasting to assess programs, identify trends, and shape policy.
