The USCP Police Officer Recruitment Program is designed to meet the goal of attracting, selecting, and hiring the most qualified candidates and to ensure that applicants understand the qualifications required for employment with the Department. Serving as a Recruitment Officer provides an additional creative outlet for sworn employees to contribute to the Department's operational and workforce success. The Recruitment Officer position is assigned to the Office of Background Investigations and Credentialing (OBIC). This opportunity is open to all USCP sworn employees below the rank of Sergeant who have attained the rank of Private First Class or Technician by the closing date of this announcement.

As a Recruitment Officer, you will:
Attend and represent the USCP at job and career fairs.
Interact with potential applicants at recruiting events to enhance their knowledge and understanding of Police Officer careers, benefits, and the hiring process.
Participate in college and university career fairs and visits to interact with and attract the interest of potential applicants.
Give presentations to college and university students, professors, and career service centers.
Contact candidates currently in the process to assist in the scheduling of assessments and exams.
Develop itineraries for recruiting initiatives.
Actively seek out new recruiting contacts while on official travel, before and after scheduled events.
Complete appropriate travel paperwork.
Coordinate shipments of required recruiting items for scheduled events.
Communicate with established contacts regarding vacancies for the Department, both sworn and civilian.
Perform outreach to applicants during the initial assessment and orientation phase.
Perform administrative work in the APEX system and create required data reports. 
Proctor and administer the Police Officer Selection Test (POST) several times per month.

NOTE: This position is designated as a two-year assignment and may be extended up to one additional year to a total of three years. An extension of the initial period will be determined by performance in the position and the needs of the Department. The selection list will be active for a period of one year from the date of approval of the selection memorandum unless an applicant withdraws their application in writing.

Must be a current USCP sworn employee below the rank of Sergeant. Must have attained the rank of Private First Class or Technician. Must possess and maintain a valid REAL ID driver’s license. Must be able to travel. Must be available to work flexible and/or additional hours. Must meet all USCP grooming standards for uniformed employees as stated in Directive 1072.001 unless a waiver or accommodation for medical or religious reasons is approved.

Qualifications

1. Must be a USCP sworn employee below the rank of Sergeant.

2. Must have attained the rank of Private First Class or Technician by the closing date of this announcement.

3. Must not be in restricted leave status as of the date of selection.

4. Must be in full and unrestricted duty status as of the selection date unless otherwise authorized by law (e.g., performance of duty injury, Family and Medical Leave Act (FMLA), or Uniformed Services Employment and Reemployment Rights Act (USERRA)).

5. Must not have disciplinary actions for the last 3 years. 

Education

There is no education substitution for experience in this series and/or grade.

This position is non-exempt from the Fair Labor Standards Act overtime provisions. This position is included in a collective bargaining unit. NOTE: More than one selection may be made from this vacancy announcement. The selection list will be active for a period of one year from the date of approval of the selection memorandum. The following selection process will be used to further assess candidates who have met the initial eligibility factors. Candidates must qualify under each phase to be considered in subsequent phases. Phase I: Initial Qualification - The OHR will conduct an eligibility factor review as outlined in this vacancy. Phase II: KSA Assessment - Knowledge, Skills and Abilities will be evaluated by an appointed assessment panel, including resume review. Ability to communicate with the public and possess outstanding interpersonal skills. Ability to tailor your presentations to different audiences. Ability to independently manage multiple tasks and responsibilities. Ability to use digital communication and scheduling tools. Ability to represent the Department in a professional manner. Phase III: Structured Interview - Candidates will be scheduled for an oral interview. Results of this selection process will be used to recommend candidates to the hiring manager who is the final selecting official. The OHR will conduct a disciplinary action review to determine if there are pending investigatory and/or disciplinary matters, which will be made known to the selecting official. Prior to making their selection, the selecting official will review any available Department documents, to include application documents, each candidate’s complete career disciplinary record, and results of selection process phases, and may, at their discretion, conduct interviews with all recommended candidates, if necessary. The selecting official may, at their discretion, not select a recommended candidate for reasons such as: 1. Substandard performance; 2. Serious sustained misconduct; and/or 3. Pending investigatory and/or disciplinary matters as identified by the Office of Professional Responsibility. All aspects of the process are subject to the Department's legal review. All final recommendations are subject to final approval of the Chief of Police.
