Duties

Help

  • AFOSI lead for managing enterprise-wide cybersecurity projects which require analyzing complex operational, strategic, and tactical processes associated with requirements for enterprise requirements, questions, or conditions relative to developing and sustaining command information systems.
  • Analyzes, develops, and maintains OSI enterprise-wide contemporary cyberspace systems to support mission needs.
  • Establishes and oversees Quality Assurance (QA) requirements for contractor delivered AF OSI enterprise-wide cyberspace systems and services.
  • Conducts strategic planning for AFOSI enterprise-wide cyberspace system expenditures to equip the AFOSI agents and professional staff with the tools required to improve organizational performance, enhance preparedness, and meet mission requirements.

  • Must be able to obtain and maintain a Top Secret security clearance with eligibility for access to Sensitive Compartmented Information (SCI).
  • Drug testing position; must pass initial and periodic short notice drug testing.
  • Must undergo an internal background investigation by AFOSI and must be approved for duty by the Commander of AFOSI or the Commander's designated representative.
  • May occasionally require travel away from the normal duty station on military or commercial aircraft.
  • May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime and may require occasional 12 hour shifts.
  • Must achieve the appropriate Information Assurance (IA) Certification within six months of assignment. A waiver of the six month requirement may be granted. Failure to receive proper IA certification may result in removal from this position.
  • Position is Centrally Managed by the Cyber Space and Information Technology CFT. DNRP is authorized.

EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes applying a wide range of IT principles, concepts, methods, advancements, policies, design, development, testing, and applications, both hardware and software sufficient to assess the organization's IT business requirements and guide management toward a specific course of action. Experience with organizational acquisition requirements, budgetary techniques, and financial status sufficient to identify needs and recommend adjustment of IT funding priorities. Experience with agency's policy and planning formulation process along with its missions, goals, and objectives to prepare IT policies and plans.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a wide range of IT concepts, principles, methods, advancement, policies, and practices in related technical areas; such as IT system performance tools and techniques; IT system testing and evaluation, enterprise architecture, and cyberspace security; and ability to provide expert advice, guidance, and oversight for the execution of command and subordinate unit cyberspace activities.

2. Knowledge of the organization's policy and planning formulation process along with its mission and objectives to prepare IT policies and plans.

3. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements.

4. Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgements.

5. Ability to maintain an up-to-date awareness of technological advancements and predict how management can meet future requirements.

6. Ability to communicate, orally and in writing, clearly and concisely, and with technical accuracy to a wide range of audiences at various levels throughout the Air Force, DoD, other Federal agencies, and private industry.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
