Duties

1. Plans, organizes, and oversees the activities of the Treasury Division. Develops goals and objectives that integrate organization and Directorate of Financial Management and Comptroller objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements.

2. Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and
requirements of assignments, and the capabilities of employees.

3. Represents the Treasury Division with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with MAJCOM, AFSV A, and contractor personnel.

4. Provides professional advice and consultant services to direct the global cash concentration, disbursement, investment and inter-NAFI transfer systems established to operate the Air Force Services Agency financial affairs.

5. Develops and directs the implementation of NAF cash management policies concerning the NAFI's and Air Force banking requirements. Administers banking service agreements related to the needs of Air Force NAF is with approximately 144 banks and financial institutions.

  • This is a Financial Management LEVEL 3 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements.
  • A full 4-year course of study in an accredited college or university that meets requirements for a bachelor's degree in Business with concentration in Finance or Accounting supplemented by 24 hours of accounting is desired.
  • A Certified Public Accountant (CPA) accreditation is desired.
  • Experience in progressively responsible Treasury position directed related to cash and bank relationships and working capital management is required.
  • A Certified Treasury Professional (CTP) accreditation (also known as Certified Cash Manager (CCM)) is desired.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions.


SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience in financial management activities related to the treasury division; monitoring and influencing cost parameters or work, tasks, and projects; and establishing priorities that reflect mission and organizational goals appropriate for the positions. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Mastery of, and skill in applying, the principles, concepts, laws, and regulations of financial administration, banking industry, accounting, and finance to theorize, plan and direct an agency-wide CMIP. This includes the necessary skins in gathering, interpreting, evaluating, and overseeing the full suite of treasury management operations and electronic tools needed to meet day-to-day liquidity requirements.
  • Knowledge of safety and security regulations, practices, and procedures.
  • Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
  • Ability to analyze, plan, .and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
  • Ability to communicate both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

AcqDemo Expanded Probationary Period for Supervisors and Managers: An additional supervisory probationary period of one year may be required when an employee is officially assigned to a different supervisory position.

This is an acquisition demonstration project position NH-4 equivalent to a GS-14 to GS-15.
